In a request dated November 23, 1998, Mr. Mark G. Talvitie, P.E., Area Manager,
Washington Infrastructure Services (formerly MK Centennial), requested that FEMA revise the FIRM
and FIS report to show the effects of construction of the E-470 bridge crossing and a channelization
project along Murphy Creek from approximately 1,500 feet downstream to approximately 1,500 feet
upstream ofE-470. This request follows up on a Conditional Letter of Map Revision issued on
September 19, 1997.

All data required to complete our review of this request were submitted with letters from Mr. Edward C.
Stevenson, P.E., Design Director, and Mr. Michael E. Butters, Project Engineer, both also with
Washington Infrastructure Services; Mr. Steven L. Gardner, P.E., Program Manager, Arapahoe County;
and Mr. Talvitie.

We have completed our review of the submitted data and the flood data shown on the effective FIRM
and FIS report. We have revised the FIRM and FIS report to modify the elevations and floodplain and
floodway boundary delineations of the flood having a I-percent chance of being equaled or exceeded in
any given year (base flood) along Murphy Creek. We also have modified the elevations and floodplain
boundary delineations of the flood having a 0.2-percent chance of being equaled or exceeded in any
given year. As a result of the modifications, the Base Flood Elevations (BFEs) for Murphy Creek and
the width of the Special Flood Hazard Area (SFHA), the area that would be inundated by the base flood,
increased in some areas and decreased in other areas, and the width of the regulatory floodway
decreased. The increases in BFEs and SFHA width are contained within property owned by the
E-470 Public Highway Authority. Because the decreases in BFEs are not large enough to change the
whole-foot BFEs shown on the effective FIRM, they will not be published in a local newspaper. Please
note that we also have corrected an error in the BFEs shown for Cross Section M on the Floodway Data
Table. The modifications are shown on the enclosed annotated copies of FIRM Panel 08005C0205 J,
Profile Panels 135P and 136P, and affected portions of the Floodway Data Table. This Letter of Map
Revision (LOMR) hereby revises the above-referenced panel of the effective FIRM and the affected
portions of the FIS report, both dated August 16,1995.
