Otero County Flood Response Plan <br /> <br />Colorado Water Conservation Board <br />HDR Engineering, Inc. <br /> <br />A flood, response plan was prepared for use by jurisdictions in Otero County. <br />Following the 1999 flood event, a plan was assembled to reduce the potential for <br />loss of life from Arkansas River flooding. The project included an inventory of <br />information, preparation of the response plan, workshops, and post,flood <br />recommendations. A map, communication chart, plotting chart (meterological, <br />river stage, floodplain inundation, evacuation zones), and staged action plans <br />were developed to define, prepare and assist emergency response personnel for <br />determining flood conditions and actions. Meetings and interviews were initiated <br />in May 2000 and a four,color report was published in November 2000. <br /> <br />2. Jewell Wetlands <br /> <br />City of Aurora, Utilities Department <br />City of Aurora, Parks and Open Space Department <br />Urban Drainage and Flood Control District <br />ICON Engineering, Inc. <br />Design Concepts <br /> <br />A 57,acre natural area was preserved and enhanced in Aurora. Drainage and <br />flood,control protection was provided to a residential area and downstream city, <br />owned facilities through construction of channel stabilization and a flood,control <br />damlreservoir. Wetland and upland,area educational opportunities were included <br />through the use of a boardwalk and interpretive signs. A hummingbird viewing <br />area was created. Volunteer efforts, including schools and citizen participation, <br />were extensive as was fundraising involving multiple partners.
