It was judged that the manual would be useful to <br /> <br /> <br />those individuals assDciated with develDpment Df residential areas and thDse associated with the <br /> <br /> <br />develDpment Df commercial Dr industrial property. It was alsD felt that the manual could be of benefit to <br /> <br /> <br />those municipalities that are subject to the NPDES StDrm Water RegulatiDns. The follDwing discusses <br /> <br /> <br />how the manual can be used fDr industrial and municipal uses, <br /> <br />1.3.1 Municipal Uses <br /> <br />It is felt that the majDrity of the users of this manual will be associated with municipal uses. This includes <br /> <br /> <br />developers, engineers, cDntractors, and municipal review staff. Figure 1 is a user flow diagram Df <br /> <br /> <br />Municipal StDrmwater Quality Management. The manual addresses Public Education and InvDlvement, <br /> <br /> <br />Regulations/Administrative Programs, and Programs fDr PollutiDn Prevention at Existing Municipal <br /> <br /> <br />Facilities. Within the Regulations/Administrative Programs, the manual has provided information to <br /> <br /> <br />Municipalities on the elements Df an Illicit Discharge Program, CDnstruction Site Program and New <br /> <br /> <br />DevelDpment Program. The manual includes BMPs that may be used by the Municipality as part Df their <br /> <br /> <br />StDrmwater Permit. A discussion on these elements is included in the "Stormwater Quality Management" <br /> <br /> <br />Chapter. <br /> <br />I <br />I <br />I <br /> <br />In addition to providing program information to the Municipality, the Manual provides information to the <br /> <br /> <br />developer, engineer and contractor on how to go about the evaluation of the need for water quality <br /> <br /> <br />measures, the design of the apprDpriate measures, and construction measures that need to be in place. <br /> <br /> <br />The sectiDn titled "User/RespDnsible Party" in Figure 1 provides this infDrmation as dDes Table 1.
