1.2 How to Use this Manual

In development Df this edition of Volume 3, there were several discussions on hDW tD present the

information to meet the needs of the different users, Figure 1 and 2 make up a Road Map for using the

man ual.

1,3 Overview of this Manual

In development of this edition of the Volume 3 Manual there were several discussions on how tD present

the informatiDn tD meet the needs Df the different users. It was judged that the manual would be useful to

those individuals assDciated with develDpment Df residential areas and thDse associated with the

develDpment Df commercial Dr industrial property. It was alsD felt that the manual could be of benefit to

those municipalities that are subject to the NPDES StDrm Water RegulatiDns. The follDwing discusses

how the manual can be used fDr industrial and municipal uses,

1.3.1 Municipal Uses

It is felt that the majDrity of the users of this manual will be associated with municipal uses. This includes

developers, engineers, cDntractors, and municipal review staff. Figure 1 is a user flow diagram Df

Municipal StDrmwater Quality Management. The manual addresses Public Education and InvDlvement,

Regulations/Administrative Programs, and Programs fDr PollutiDn Prevention at Existing Municipal

Facilities. Within the Regulations/Administrative Programs, the manual has provided information to

Municipalities on the elements Df an Illicit Discharge Program, CDnstruction Site Program and New

DevelDpment Program. The manual includes BMPs that may be used by the Municipality as part Df their

StDrmwater Permit. A discussion on these elements is included in the "Stormwater Quality Management"

Chapter.

In addition to providing program information to the Municipality, the Manual provides information to the

developer, engineer and contractor on how to go about the evaluation of the need for water quality

measures, the design of the apprDpriate measures, and construction measures that need to be in place.

The sectiDn titled "User/RespDnsible Party" in Figure 1 provides this infDrmation as dDes Table 1. Figure I

shows how these different prDgrams relate as we!1 as prDvides a summary of the best management
