<br />WHEREAS, Section 37-60-I06(I)(c), Colorado Revised Statutes, directs the Colorado Water <br />Conservation Board to designate and approve storm or floodwater runoff channels or basins and to <br />make such designations available to legislative bodies of local jurisdictions; and <br /> <br />WHEREAS, the information in said new report for the stream reaches listed in Table I meets all of <br />the requirements for detailed information listed under the Board's "Rules and Regulations for the <br />Designation and Approval of Floodplains and of Storm or Floodwater Rwzoff Channels in Coiorado" <br />(2 CCR408-1); and <br /> <br />WHEREAS, the information in said new report for the stream reaches listed in Table 2 meets all of <br />the requirements for approximate information listed under the Board's "Rules and Regulations for the <br />Designation and Approval of Floodplains and of Storm or Floodwater Rwzoff Channels in Colorado" <br />(2 CCR 408-1); and <br /> <br />WHEREAS, Colorado Water Conservation Board has determined that the hydrologic <br />methodology developed in the Guidelines for Detennining lOO-Year Flood Flows for Approximate <br />Floodplains is appropriate for designation and approval of approximate floodplain infonnation and for <br />use in simple floodplain analyses for development sucl1 as open space, agriculture, farm bridges, pole <br />barns and individual single residential structures, but that the methodology is not appropriate for <br />development involving residential subvidivisions greater than 50 lots or occuring on sites greater than 5 <br />acres, commercial construction, industrial construction. construction of public transportation facilities <br />or construction of flood control activities; <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Colorado Water Conservation Board in regular <br />meeting assembled in Alarnosa, Colorado, this 9th day of September, 1996, that it does hereby <br />designate and approve as detailed floodplain information the lOO-year floodpIains as described in said <br />new report, dated September 28, 1990, for the study reaches listed in Table I, and does hereby rescind <br />that portion of Resolution No, 263 relating to the approximate floodplain information for the stream <br />reaches listed in Table I; and <br /> <br />BE IT FURTHER RESOLVED that the Board does hereby designate and approve as storm or <br />floodwater runoff channels or basins those areas described by the approximate floodplain delineations <br />in said new report, dated September 28, 1990, for the stream reaches listed in Table 2 , and as <br />described by the hydrologic procedure for estirnatiIlg lOO-year peak flows as described in the <br />Hydrologk Addendum for Approximate Floodplains dated August 1996, utilizing the regression <br />equation for Arkansas River Basin Subregion ARK-4b, contingent upon the understanding that EI <br />Paso County and the El Paso Regional Building Department will regulate the approximate floodpIains <br />on a case-by-case basis subject to a detailed hydrologic and hydraulic analysis performed by a <br />professional engineer, in accordance with the determinations of the Colorado Water Conservation <br />Board regarding the applicability of the Guidelines for Determining lOO-Year Flood Flows for <br />Approximate Floodplains; and <br /> <br />BE IT FURTHER RESOLVED that the Secretary of the Board is directed to send a certified copy <br />of this resolution to the City of Colorado Springs; the City of Fountain; the City of Manitou Springs; <br /> <br />6 <br />
