Engineer Office, <br />]~i ttle Rock, Arkansas. <br /> <br />Gentlemen: <br /> <br />Pursuant to ymlr call for a hearing in the Gi~r of Walsenburg, <br />on September 7, 1937, for the purpose of secur:t ng data bearing on <br />the feasibility and desirability of a survey of the Huorfano and <br />Guc haras rJrainage areas in Huerfano count:r, we sul-)mi t the following: <br /> <br />First - That great 1amage has been done, particularly in recent <br />years, by reason of the change of stream bed and destruction of <br />diversion works, used for irrigation purposes, b,T these two streams. <br /> <br />Second - We attribute this damage to the demldation of the drain- <br />age agreas tributary'to the streams caused by over grazing and improper <br />agricllltural methods. These ha"e resulted in r~ore rapid run-off and <br />grel'l. tly increased erosion and in ar['ii tion the co mnlete change at <br />many points from the 0riginal loeation of these streams. <br /> <br />Third - We believe it to be of great advantage to the entire <br />community as well as for'the nrotect1.on of railroad structures that <br />some oorrective measures be taken by the Federal Uovernment to more <br />nearly control the floV! in these two rivers. <br /> <br />(Signed) C.
