,{

.

.

Del Carbon, uolorado.
Novemher 17, 1936

Hon. John A. Martin,
Congressman,
Colorado BUilding,
Pueblo, Colo1'ado.

Dear Mr. Martin:

At the recent general election, I was elected state 1'epresentative
for Huerfano County. In the oourse of my campaign my attention was
called to the great rtamage done to farmers along the Buerfano HiveI' by
the floods last Allgust. Some of the farmers had the most fertile parts
of their ra'lches ca,"ried away. Many lost their homes and livestock. They
were reduced to utter povepty. I pledged Wiself to find a way to help
them out.

Now that I have been elected, I have given a great deal of thought to
the situation. I find that little, if anything, can be done by the. State
Government. The only solution that I can see is that of appealing to the
Fedf3ral Government for a progl'am of soil conservation and flood control'
of the Huerfano River. The si tuation is ur'gent for those farmers and
they deserve every possible attention. There is also the advantage of
storing the flood waters so that they can be put to beneficial use.

I know of no better way of applying to the Federal government for
relief than by writing to you, :::ienator Adams and :::ienator-elect Johnson.
I am writing them similiar letters. lam sure that through the influence
and good offices of the three of you, we ou.ght to os !ihle to get some
relief. YO'l probably do not appreciate the damage and suffering occa-
sioned by the floods, and there is not better way to understand there-
suIts of the floods than for the three of you to get together and come
over to visit the area affected.

., ,~

I trust that I will receive an early answer and that a
the three of you within t~e next few weeks can be arranged.
be glad to follow any suggestions that you might be able to

visit by
I wi II
give us.

Respectfully yours,

Henery R:\.bacchi

'.

ci-.

,.'. ,.~,' -.'-

:>".,--..'
