Levee means a man-made structure.
usually an earthen embankment. de-
signed and constructed in accordance
with sound engineering practices to
contain, control, or divert the flow of
water so as to provide protection from
temporary flooding.
Levee System means a flood protection
system which consists of a levee, or
levees, and associated structures, such
as closure and drainage devices, which
are constructed and operated in accord-
ance with sound engineering practices.
Lowest Floor means the lowest floor
of the lowest enclosed area (including
basement). An unfinished or flood re-
sistant enclosure, usable solely for
parking of vehicles, building access or
storage in an area other than a base-
ment area is not considered a build-
ing's lowest floor; Provided, that such
enclosure is not built so as to render
the structure in violation of the appli-
=ble non-elevation design require-
ments of;60.3.
Mangrove stand means an assemblage
of mangrove trees which are mostly
low trees noted for a copious develop-
ment of interlacing adventitious roots
above the ground and which contain
one or more of the fOllowing species:
Black mangrove (Avicennia Nitida);
red mangrove (Rhizophora Mangle);
white mangrove (Languncularia
Racemosa); and buttonwood
(Conocarpus Erecta).
Manufact:u.rcd IuIme means a struc-
ture, transportable in one or more sec-
tions, which is built on a permanent
chassis and is designed for use with or
without a permanent foundation when
attached to the required utilities. The
term "manufactured home" does not
include a "recreational vehicle".
Manufactured home park OTsubdivi-
sion" means a parcel (or contiguous
parcels) of land divided into two or
more manufactured home lots for rent
or sale.
Map means the Flood Hazard Bound-
ary Map (FlIBM) or the Flood Insur-
ance Rate Map (FIRM) for a commu-
nity issued by the Agency.
Mean sea level means, for purposes of
the National Flood Insurance Program,
the National Geodetic Vertical Datum
(NGVD) of 1929 or other datum, to
which base flood elevations shown on a

MudsZide(i.e., mudj1ow) describes a
condition where there is a river, flow
or inundation of liquid mud down a
hillside usually as a result of a dual
condition of 10:55 of brush cover, and
the subsequent accumulation of water
on the ground preceded by a period of
unusually heavy or sustained ral,n. A
mudslide (i.e., mudflow) may occur as a
distinct phenomenon while a lanc~lide
is in progress, and will be recognized as
such by the Administrator only if the
mudflow, and not the landslide, is the
proximate cause of damage that oc-
CUTS.
MudsZide (i.e., mudj1ow) area manage-
ment means the operation of an O'ITerall
program of corrective and preventive
measures for reducing mudslide (i.e.,
mudflow) dam.age, including but not
limited to emergency preparedness
plans, mudslide control works, and
flood plain maaagement regulations.
MudsZide (i.e., m'Udj1ow) prone area
means an area with land surfaces and
slopes of unconsolidated material
where the history, geology and climate
indicate a potl~ntia1 for mudflow.
New construction means, for the pur-
poses of detennining insurance rates,
structures for which the "start of con-
struction" commenced on or after the
effective date of an initial FIRM or
after December 31, 1974. whichever is
later, and includes any subsequEmt im-
provements~o such structures. For
floodplain m~nagement purposes, new
c01l.Struction means structures for which
the start of c,~nstTuction co=euced on
or after the effective date of a. flood-
plain T"anag'~ment regulation ,~dopted
by a co=ullity and includes any sub-
sequent im.provements to such struc-
tures.
New manufactured home park or sub-
division means a manufactured home
park or subdiVision for which the
construCitOIl, of facilities for servicing
the lots on which the manufactured
homes are to be a!l1xed (including at a
minimum, tile installation of utilities,
the constru,~tion of streets, and either
final site grd.ding or the pouring of con-
crete pads) !lS completed on or after the
effective WLte of flOOdplain manage-
ment reguls..tions adopted by a co=u-
nity.
