<br />, <br /> <br />, <br /> <br />BUFFALO CREEK COMMUNITY <br />EMERGENCY PLAN <br />FOR FLASH FLOODING <br />(DRAFT DATED 4-26-97) <br /> <br />PURPOSE <br /> <br />This plan is designed to outline initial response actions and responsibilities in the event of a flash <br />flood in the Buffalo Creek Flood Zone. This plan primarily covers actions by the Jefferson County <br />Sheriff's Department, the North ForK Volunteer Fire Department, the Mountain Area Transportation <br />Center for R-1 Schools and concemed citizens within the community of Buffalo Creek. <br /> <br />The Buffalo Creek Flood Zone is generally located as follows: <br /> <br />1. County Road 126 from the Spring Creek Ranch Subdivision north to the North ForK <br />of he South Platte River. <br /> <br />2. Along County Road 96 (The River Road) from County Road 126 to the town site of <br />South Platte. <br /> <br />3. Along Buffalo Creek from FR 550 to the North ForK of the South Platte River. <br /> <br />4. The Top of the World area along all the drainage's that flow north into Sand Draw <br />and southeast in to Spring Creek, <br /> <br />5, All drainage's in the triangle created by the following roads east of Buffalo Creek <br />Road, north of FR 550 and west of County Road 126. <br /> <br />I: IN THE EVENT OF A FLASH FLOOD WATCH BEING ISSUED <br /> <br />If the National Weather Service issues a Flash Flood Watch for the Buffalo Creek Flood Zone, Jeffee <br />Dispatch will notify the Sheriffs' Department, the North ForK Volunteer Fire Department, and lI1e <br />Mountain Area Transportation Center for R-1 Schools (if during nonnal school hours), <br /> <br />If it is raining at a rate of less than 1/2 inch per half hour based on creditable reports no furthe' action <br />need be taken. <br /> <br />II: IN THE EVENT OF A FLASH FLOOD WARNING <br /> <br />If the National Weather Service issues a Flash Flood Waming for the Buffalo Creek Flood Zone, <br />Jeffco Dispatch will notify the Sheriff's Department, the North ForK Volunteer Fire Department and <br />the Mountain Area Transportation Center for R-1 Schools (if during nonnal school hours), <br /> <br />The designated Buffalo Creek Disaster Coordinator will activate the emergency phone tree system <br />(see attached Buffalo Creek Emergency Phone List) <br /> <br />Several Weather Service rain gauges have been placed in the Buffalo Creek Flood Zone, 8nd these <br />people will keep the National Weather Service up to date on rain fall amounts (see attached rain <br />gauge Iistinglinstructions), <br /> <br />The Sheriff's Department, North Fork Volunteer Fire Department personnel along with citizens on thE <br />emergency phone tree system will notify as many people in the area as possible of the flash flood <br />waming, <br />
