<br />1.3 Authority and Acknowledgments <br /> <br />The source of authority for this Flood Insurance Study is the <br />National Flood Insurance Act of 1968, as amended. <br /> <br />The hydrologic and hydraulic analyses for this study were performed <br />by Camp Dresser & McKee, Inc., for the Federal Insurance Adrninistra-- <br />tion, under Contract No. H-4014. This work, which was completed in <br />August 1977, covered all significant flooding sources affecting the <br />Town of pagosa Springs and the unincorporated areas of Archuleta <br />County, Colorado. <br /> <br />2.0 AREA STUDIED <br /> <br />2.1 Scope of Study <br /> <br />This Flood Insurance Study covers the incorporated area of the Town <br />of pagosa Springs and the unincorporated areas of Archuleta County, <br />Colorado. The area of study is shown on the Vicinity Maps (Figures <br />1 and lA). <br /> <br />Detailed analyses were performed on portions of the San Juan River, <br />McCabe Creek, North Fork McCabe Creek, West Fork McCabe Creek, and <br />Rio Blanco4 Portions of the San Juan River, Rio Blanco, Mill <br />Creek, Navaho River, Little Navaho River, Navaho Reservoir, Rio <br />Chama, Devil Creek, Piedra River, McCabe Creek, Cabezon Creek, and <br />Stoll steimer Creek were studied by approximate methods because <br />coordination with the County Planning Office indicated that no <br />significant development pressure exists through 1982. Approximate <br />analyses were done on 33 river miles of the San Juan River, from the <br />Navaho Reservoir to pagosa Springs; 645 river miles of the upper Rio <br />Blanco, near Crescent Lake; 6 river miles of Mill Creek, near Pagosa <br />Springs; 1445 river miles of the Piedra River, from the Navaho <br />Reservoir to Piedra; and, 3.5 river miles of Stollsteimer Creek at <br />Dyke. <br /> <br />The Southern Ute Indian Reservation is not included in the study of <br />Archuleta County. The Town of pagosa Springs is included in the <br />Archuleta County study, but does not appear on the maps of Archuleta <br />County. <br /> <br />Those areas studied by detailed methods were chosen with consider- <br />ation given to all proposed construction and forecasted development <br />through 1982. <br /> <br />2.2 Community Description <br /> <br />The Town of Pagosa Springs and the unincorporated areas of Archuleta <br />County are located in the southwestern portion of Colorado's mountain <br />region. In 1977, the population was estimated at 1340 for the Town <br />of pagosa Springs; 40 for the Lower Rio Blanco area; and 200 for the <br />San Juan River area, north of Pagosa Springs (Reference 1). The <br />economy of these areas depends primarily on logging and agricultural <br />activities, with the most recent growth coming from tourism and <br />recreational activities. <br /> <br />2 <br />
