FLOOD INSURANCE STUDY

1.0 INTRODUCTION

1.1 Purpose of Study

The purpose of this Flood Insurance Study is to investigate the
existence and severity of flood hazards in the Town of Pagosa
Springs and the unincorporated areas of Archuleta County, Colorado,
and to aid in the administration of the National Flood Insurance
Act of 1968 and the Flood Disaster Protection Act of 1973. Initial
use of this information will be to convert pagosa Springs and
Archuleta County to the regular program of flood insurance by the
Federal Insurance Administration. Further use of the information
will be made by local and regional planners in their efforts to
promote sound land use and flood plain development.

1.2 Coordination

An initial coordination meeting was held on July 22, 1976. It was
attended by officials of the Town of pagosa Springs and Archuleta
County, as well as representatives of the Federal Insurance Adminis-
tration, the State Coordination Agency, the Colorado Water Conser-
vation Board, and the study contractor.

The reason for this meeting was to discuss the nature and purpose
of the study, the scope and limits of work, and flood information
currently available concerning the community.

Agencies providing information included the Colorado Water Conserva-
tion Board and the u.s. Soil Conservation Service.

Throughout the study, the results of the hydrologic analyses were
reviewed by the U.S. Army Corps of Engineers, U.S. Geological
Survey, U.S. Soil Conservation Service, and Colorado Water Conserva-
tion Board.

Flood elevations, flood boundaries, and floodway delineations were
reviewed with community officials.

On October 25, 1977, the results of the study were reviewed at a
final community coordination meeting attended by personnel of the
Federal Insurance Administration, the study contractor, and the
Colorado Water Conservation Board; officials of the Town of pagosa
Springs; and officials of Archuleta County. The study was accepted
with a few minor changes that have been incorporated into this
study.
