<br />The South Platte River from Chatfield Reservoir to Brighton is a mostly con-
<br />trolled river, though for flood control purposes the effect of the flood
<br />control reservoirs is significantly diminished below the Cherry Creek con-
<br />fluence. The flow of the river is controlled by releases from Chatfield
<br />Reservoir, Bear Creek Reservoir, and Cherry Creek Reservoir, which are
<br />referred to as the Tri-Lakes.

<br />Tri-Lakes Projects
<br />These three reservoirs were built and operated by the U.S. Army Corps of
<br />Engineers. Table V-I presents a summary of the physical characteristics of
<br />each of the Tri-Lakes. Federal personnel operate the outlet works on each
<br />of the reservoirs. Representatives of the Colorado State Engineer provide
<br />direction to the federal gate keepers for storage in and releases from the
<br />reservoirs when the pool level is below elevation 5432 and/or during periOdS
<br />of low and normal stream flow. By the terms of an agreement dated April 3,
<br />1979 between the State of Colorado and the City and County of Denver, the
<br />Denver Water Department has authority over releases from Chatfield Reservoir
<br />within a nine-foot increment of storage level. When reservoir levels exceed
<br />preset limits normally due to higher rates of runoff, decisions for release
<br />rates are made by the federal personnel as a flood control function. How-
<br />ever, state personnel are advised. Normally, they attempt to regulate
<br />releases so that the flow of the South Platte in rural Adams County at the
<br />Henderson gage near Thornton does not exceed 5,000 cfs. It is near that
<br />flow rate that flooding commences. Releases from the reservoirs and control
<br />of the river involves federal/state/local government in the Chatfield Reser-
<br />voir, and federal/state government for the other two Tri-Lakes Projects.

<br />For each of the reservoirs, releases are controlled by federal and state
<br />personnel. In the case of Chatfield Reservoir, the Denver Water Department
<br />controls the releases and storage within a vertical nine-foot increment of
<br />water level. Table V-2 summarizes the agency controls for each of the three
<br />reservoirs.
