<br />1-3 <br /> <br />CONDUCT OF STUDY <br />The Wright Water Engineers master planning team commenced work on the <br />assignment with a strong background on the South Platte River in flood con- <br />trol, engineering and planning, recreational and land use matters. The team <br />has participated in linear park development in Denver since 1974 and in the <br />upstream and downstream corridor work both before and after the Denver <br />Greenway planning and construction. <br /> <br />A newsletter was published five times during the Phase A report work. This <br />newsletter is titled South Platte Currents, The newsletter was mailed and <br />distributed to all interested parties and individuals. The South Platte <br />Currents form a part of the South Platte River planning record. <br /> <br />The master planning effort was enhanced by previous work by other consul- <br />tants, including that of Dr. Stevens on geomorphology and sedimentation. <br /> <br />The South Platte River was field inspected over the full study reach by <br />bicycle, foot, raft and/or kayak. Records of observations are included in <br />this report. <br /> <br />Public meetings were held as follows to obtain guidance from government <br />officials, citizens, and special interest groups. <br /> <br />Meetings and interviews were conducted with various agencies, industries, <br />and parties as follows: <br /> <br />City of Denver <br />M~C~~ <br />Englewood/Littleton <br /> <br />November 8, 1984 <br />November 9, 1984 <br />November 10, 1984 <br /> <br />Colorado State Department of Highways <br />U.S. Army Corps of Engineers <br />U.S. Geological Survey <br />Federal Emergency Management Agency <br />Soil Conservation Service <br />Denver Water Department <br />Colorado Water Conservation Board <br />Audubon Society <br />Colorado Whitewater Association <br />Colorado Division of Wildlife <br />Colorado Division of Parks and Recreation <br />Public Service Company <br />Colorado Rock Products Association <br />Cooley Gravel Company <br /> <br />A full day raft and kayak trip was conducted by the engineers for the pro- <br />ject sponsors and State of Colorado officials, including Governor Lamm, on <br />June 24, 1984. The purpose of the trip was to provide a first hand oppor- <br />tunity for the decisionmakers to inspect the river and location of recom- <br />mended improvements. Valuable input was obtained from the sponsors and <br />others on the trip. <br /> <br />Meetings with local sponsors and advisory groups were held at regular inter- <br />vals during the conduct of the Phase A report work. Such meetings were held <br />on the following dates at the offices of the District. <br /> <br />Meeting No. Date Meeting No. Date <br />1 10/12/1983 5 1/4/84 <br />2 10/26/1983 6 1/25/84 <br />3 11/30/1983 7 2/8/84 <br />4 12/14/1983 8 2/22/84 <br /> 9 3/7/84 <br /> <br />Specific personnel contacted and information obtained is available in the <br />files of Wright Water Engineers. <br /> <br />GOALS <br /> <br />The goals of the master planning work for the South Platte River are listed <br />as follows: <br /> <br />Minutes of the public meetings and the sponsors meetings contain important <br />data on the river, as well as a record of decision making during the course <br />of the study, These minutes are a part of the basic data and record of the <br />South Platte River Master Plan. <br /> <br />o The foremost and primary use of the South Platte River is for drainage <br /> <br />and flood control. <br /> <br />o The Master Plan should reduce to the extent possible future flood <br />damages while systematically reducing existing flood damage potential. <br />
