<br />" <br /> <br />. <br /> <br />. <br /> <br />PROJECT SUMMARY <br />ENLARGEMENT OF FISH CREEK RESERVOIR <br /> <br />Mount Werner Water and Sanitation District <br /> <br />June 15, 1992 <br /> <br />PROJECT DESCRIPTION <br /> <br />Fish Creek Reservoir presently has a storage capacity of 1,842 acre-feet. The <br />proposed project is anticipated to increase reservoir storage by 2,200 acre- <br />feet for a total of 4,042 acre-feet. To accommodate this increase in storage, <br />the dam will have to be raised by 17.5 feet~ from 55 feet (at it's maximum <br />height) to 72.5 feet. In addition, a saddle dam will need to be raised and a <br />new spillway constructed at a higher elevation. The dam and reservoir are <br />located on the Middlp Fork of Fish Cre~k, approximately seven miles east of <br />the City of Steamboat Springs. The reservoir is on Forest~ervice orooerty <br />and is owned by the City of Steamboat Springs. The City has signed an <br />agreement with the Mount Werner Water and Sanitation District to permit the <br />District to raise the dam and make use of the additional storage. <br /> <br />PROJECT NEED <br /> <br />The District's average daily usage of water during a recent 12-month period <br />was 2.4 mgd (2,680 acre-feet/year), with peak daily usage at 5.0 mgd. With <br />the District presently using a flat fee rate structure, annual demand is <br />estimated at 2,900 acre-feet. Water demand is expected to initially drop in <br />1993 when metering goes into effect, but continuing growth is projected to <br />increase demand to 3,200 acre-feet per year by the year 1997 and to 3,800 <br />acre-feet per year by 2000. Firm annual yield of the District's water system <br />is prasently estimated to be 3,000 acre-feet. The enlargement of Fish Creek <br />Reservoir is expected to increase the firm yield of the water system to 5,000 <br />acre-feet per year, an increase of some 2,000 acre-feet per year. <br /> <br />The District lies wholly within the City of Steamboat Springs, comprising some <br />42 percent of the City's area. An agreement between the two entities provides <br />for the District to treat water (up to 2.5 mgd) for the City, and for the City <br />to treat the District's wastewater. <br /> <br />TECHNICAL FEASIBILITY <br /> <br />The technical aspects of increasing the Fish Creek dam height by 17.5 feet are <br />documented in a recent report prepared by Woodward-Clyde for the District. <br />The report, "Conceptual Design for Enlargement of Fish Creek Reservoir, <br />Steamboat Springs, Colorado," dated October, 1991, addresses only the issues <br />related to raising the dam. Detailed geotechnical investigations were <br />performed by Woodward-Clyde Consultants during the summer of 1991. The <br />reservoir is scheduled to be emptied in September of 1992 to complete this <br />analysis so that final design could be initiated this coming fall and <br />completed in time to bid the project in April of 1993. <br /> <br />1 <br />
