He said, "The weather seems to be the key to what <br />happens in our immediate area. Our fortunes rise or fall with the <br />weather pattern. We are very interested in anything that has to do <br />1<ith the conservancy of soil, water and the protection of private <br />property and will actively support and SOlma a constructive program <br />1<hich will lend itself to the conservation of natural resources." <br /> <br />Mr. John Lebsack, President of Commercial Savings Bank, spoke <br />briefly and stated that at the present time, the creek channel has <br />been totally closed due to erosion, wind, etc., and the potential <br />danger of the creek is that there is no place for the water to go <br />except to spread throughout the community." <br /> <br />Mr. William Paynter, President of The First National Bank of <br />Sterling, Colorado, said, "We are very interested in seeing that <br />something is done to protect flOOding from the Pawnee." <br /> <br />Mr. Joe Slizeski of the Corps of Engineers reported that several <br />preliminary studies have been made and that a dam site has been located <br />a mile upstream from Highway 14, but that the cost was the setback. <br />An estimate made in July set the cost at $12 to $13 million. "Final <br />decision on a dam would rest with Congress, but unless we can show <br />economic justification it is not likely to win approval," Slizeski <br />said. "Obviously a dam is not justified." <br /> <br />Mr. Steve Christensen, Chairman of the State Highway Department, <br />stated that the department has no jurisdiction except within the <br />boundaries of its right-of-way, but will cooperate in anyway possible <br />to see that something is done. <br /> <br />Don Hamil, President of the Lower South Platte Water Conservancy <br />District, commented that he had worked on this particular project <br />before. "Damage potential is tremendous. It could reaGh as high as <br />$15 million to Sterling homes and businesses," he said. <br /> <br />Mr. William Blair said, "If we get together and demand action, <br />the public officials will find a way to justify the dam. So far, <br />instead of doing something to control this water, we've done just <br />the opllOsite by allowing obstructions at the highway and railroad." <br />! <br />The audience voted unanimously for flood control and asked the <br />Lower South Platte Water Conservancy District for help. A representative <br />from the Lower South Platte Water Conservancy District said they were <br />willing to accept the responsibility if they would get 100% cooperation <br />from the farmers along the Pawnee. <br /> <br />Mr. Hilbert Kahl suggested that a committee be selected to keep <br />alive hopes for some kind of flood control project. <br />
