Some homes could be reached only by boat. <br />Rainfall in St~rling averages only 1.72 inches for the <br />entire month of August. Last year there was only .52 inch <br />in the month. <br />In addition to the 2.81 inch downpour in 1940, Sterling <br />has had a relatively small number of two-inch rains. <br />These have included 2.58 inches on July 26, 1963, 2.44 <br />inches on August 7, 1918, and again on .July 3, 1906, and <br />2.34 inches on June 7, 1949. <br />GW said very light hail was reported at Merino yesterday <br />but there was no damage. <br />Flooding yesterday was almost exclusively the result of <br />rainfall. All ditches were shut off when it started to <br />rain hard to eliminate river water. <br />There was a break in the intake of North Sterling about <br />seven miles northwest of Sterling near the Stan Guenzi <br />farm. Water from there flowed into ditches. <br /> <br />Citizen Participation and Public Officials' Input <br /> <br />After the June 15, 1965 Pawnee Creek flood with dwnages of <br /> <br />$2,714,000, residents of the area started to get together and work on <br /> <br />the issue and try to find some kind of solution to protect their <br /> <br />community from flooding. Several meetings took place. The following <br /> <br />is a summary of some of these meetings. <br /> <br />September 22, 1966 -- Special Meeting-.. "Operation Pawnee Creek" <br /> <br />A meeting of "Operation Pawnee Creek", sponsored by the Sterling <br />Chamber of Commerce, was held at 7:30 o'clock p.m. on Thursday, <br />September 22, 1966, in the district courtroom of the Courthouse in <br />Sterling, Logan County, Colorado. <br /> <br />The purpose of the meeting was to get more detailed information <br />on the Pawnee Creek flood problem and to evaluate the attitudes and <br />desires of the local people. In this meeting the representatives of <br />the various federal and state agencies and the railroads were present. <br />Several members of "Operation Pawnee Creek" were present also. <br /> <br />Mr. Dean Hand spoke on behalf of the P.C.A. and recollected floods <br />of previous years. "The flood control in our area would. be more than <br />justified and deserves to be considered," Hand said. <br />
