Those lands zoned for flood pl,iin purposes need not <br />be acquired unless such lands are necessary for greenbelt and open <br />space purposes. The cost of these latter lands 'woul d not be Included <br />as project costs. <br /> <br />Project Coordinator; A project coordinator is needed to muster and <br />channel the efforts of City, County, State, Federal, and Regional per- <br />sonnel, WIthout coordination, there Is little hope of financing and <br />executing the project. It would appear that a man L, the City of Boulder <br />administration could best fit Into this function. <br /> <br />APPLICATION OF STRATEGY TO PROJECT <br /> <br />The Master Plan for dralnageways in South Boulder must be fi nanced to <br />be executed. The means of financing I's a local pol icy decision, How- <br />ever, consideration needs to be given to pay-as"you-qo financing which <br />has a particularly specIal appeal in thIs age of bond Issues. For that <br />reason, the thrust of the suggested application of the financing strategy <br />to the Boulder pilot project is for a pay-as-you'-go procedure, The avai l- <br />ability of Federal funds make such a procedure an apparent. possible one <br />to undertake. This does not mean to say that more conventional procedures <br />for financing are not satisfactory, They should be considered, <br /> <br />The City and the County both have oth"r drainage problems, If all the <br />costs of all the problems were added together, the total cost would be <br />huge and chances are that nothing wou!;d be done, The secret to getting <br />something done Is to set priorities and proceed. In South Boulder a <br />plan has been developed, There are few other comprehensive drainage plans <br />in the area. It would be prudent to put these E,oulder dralnageways at the <br />top of the priority list for those reasons, alorg with those in North Boulder, <br /> <br />No matter how lIttle or how much the City and County undertake in South <br />Boulder as a result of this Master Plan, both should take hard and fast <br />policy and administrative steps to forest"ll additional encroachment of <br />the proposed rights-of-way and waterwclYs, as well as all other major water- <br />ways In Boulder County. <br /> <br />Initially, perhaps more important than the actual construction in the first <br />one or two years, the right-of-way should be acquired and flood plain zoning <br />implemented to protect waterways which \.11 I have rout.es not requiring right- <br />of-way acquisition. <br />
