<br />11-4 <br /> <br />State Hiqhway Department: The State Highwc'y Department should assume <br />responsibility for the construction of n~. bridges on state-designated routes, <br />This Is a normal state function and should be financed out of I'egular Highway <br />Department funds, <br /> <br />Colorado Water Conservation Board: This agency should administer the <br />Land and Water Conservation Act funds and provide the state matching portion <br />from state appropriatIons, These funds, as previously stated, can be used <br />to assist In the purchase of needed rights-of-way for the pi lot dr'alnage <br />project, This agency also has a responsibility to salvage water, Although <br />historically it has not been involved in urban projects, the experience of <br />Harvard Gulch in Denver and the developed water rights which accrued from <br />the drainage project suggests an unmet re:sponsibi lity to salvage water in <br />urban areas. The Board could become involved in the construction of faci 11- <br />ties in an effort to meet Its responsibilities in these areas, The State <br />Game, Fish, and Parks Department currently administers these funds, <br /> <br />Counties <br /> <br />Ten potential sources of funds to finance a storm drainage study project were <br />found In Boulder County, Some of the sources identified below are already <br />being used, in part, by Boulder County for this purpose, Others are potential <br />sources which could be developed as a county began to asswne its responsbillty <br />for comprehensive urban drainage facilities, <br /> <br />Road and BrIdqe Levy: At present, Boulder County levies 3,75 mil Is for <br />this purpose, A portion of this money can be realistically designated for <br />drainage facilities, since they are an Integral part of any road system, In <br />addItion, the road and bridge levy could be increased, perhaps ,25 mills, to <br />ra i se add it I ona 1 revenue, <br /> <br />Hiqhway Users Funds: A portion of the COU1ty'S share of the State of <br />Colorado Motor Fuel Tax can be realistically designated for drainage facilities, <br />Much of the highway repair and maintenance refiects damage that results from <br />Inadequate drainage facilities, <br /> <br />General County Levy: The county has the authority to use a part of its <br />General Levy to provide adequate drainage, This position would appear to be <br />consistent with a recent ruling of the Colorado Supreme Court, Since adequate <br />drainage is necessary for the general health and welfare of an area, the county <br />has the authority to expend Its general funds for this purpose, <br /> <br />Park and RecreatIon District: The county is presently considering the <br />forming of a Park and Recreation District whIch can levy a tax for the acquis- <br />it i on and deve loprnent of open space, These funds cou 1 d be used for the pu r- <br />chase of the multi-purpose rlghts-of~.ay necessary io the pilot drainage <br />project, <br /> <br />Public Works Levy: The County has the authority to levy up to 3 mIlls <br />for Public Works Programs, Arapahoe County has used this levy to finance the <br />construction of a jail, airport, and other publIc works, Boulder County could <br />levy a simllclr tax for public works a'1d use this mon'oy for the construction <br />of drainage facil itles, <br />
