<br />B-1 <br /> <br />APPENDIX B <br /> <br />FINANCING OF DRAINAGE 'WORKS <br /> <br />The financing of the drainage works included In this master plan Is a <br />complex matter. It cannot be left to the administrator or engineer who <br />thinks merely In terms of bond Issues and increased taxes, If It is, <br />there will boe little in the way of drainclge improvements in Boulder, <br /> <br />'What is need.ed is a financing strategy. l<ith a good strategy deveioped, <br />and capable tacticians to carry It out. the flood control and urban drain- <br />age improvements can be undertaken, perhaps on a "pay as you go" basis, <br /> <br />The financing strategy recommended is one sImilar to the multi use ,. <br />multi purpose approach used in the master planning of the water ways, <br />It is a multi purpose - multi source of funds from numerous local. state <br />and federal funds and programs, <br /> <br />Seed money, i3mount i ng to about 35 pe r cent of that needed. mus t come <br />from local City and County sources, It is jeliaved that the City source <br />should be a combination servIce charge and mill levy, The mill levy <br />might represent that portion of the runoff problem origInating from munI- <br />cipally owned land such as streets, sidew'llks, Darks, the library, and <br />similar features, It might also represent the runoff contributIon of <br />mountain basins if anal'yses indicated this to be appropriate. However, <br />it is the wrHer's opinion that the foothills basins outside of Boulder <br />are the primary reason for the significant financial contribution ex- <br />pected from state and federal sources, For this reason, it would seem <br />Imprudent to use a general mill levy for paying for that portion of the <br />draInage problem and cost caused by the tributary basins outside of the <br />City, <br /> <br />The service charge is described below, separately from the other money <br />sources because of its particular and unique applicability to the Boulder <br />drainage problem, <br /> <br />Servi ce Char<~ <br /> <br />The service charge would be based upon the amount of storm runoff con- <br />tributed by each property over and above that contributed before any <br />development existed on the land, I t can be computed readi Iy, and can <br />be administered without great expense, The logic employed relates the <br />storm runoff contribution to the money collected for the urban storm <br />runoff solution, <br /> <br />Flood waters generated by foothills basins migh: feasibly be collected <br />in ponds and reservoirs and the size of floods n Boulder greatly di- <br />minished if the urban area did not reqenerate th'9 ,,,ater so fast.
