Although the opinion has been pre'pared primarily for use <br />by non-la.wyers, we have included citaLions to support many <br />of the legal principles which we discussed, because of the <br />complexity of the issues involved and 'the possibility that <br />lawyers may refer to this opinion in t.he future, <br /> <br />FAC'l'S: The area covered by the s1:udy extends approxi- <br />matelyeIghteen miles along Big Dry Creek, from St:andley Lake <br />to the end of the study area, which iE: approximately the inter-' <br />section of Baseline Road and Colorado Boulevard. The total <br />tributary area in this portion of the basin is 66.4 square <br />miles. <br /> <br />Two major reservoirs, Standley Lake and Great Western <br />Reservoir, are at the western edge of the study area. The <br />basin area to the west of these reservoirs is largely un- <br />developed, and presumably will remain i_n that condition be- <br />cause of the presence of the Rocky Flal:s indust:rial facility. <br /> <br />A-i <br />
