Scope of Study: The geographical scope of the project site is illustrated on Exhibit
I, Alternatives considered were limited to techniques that could restore and preserve aquatic
areas and develop terrestrial habitat on the selected site and meet the objectives of the project.
All project features would be constructed on Federally-owned land. Approximately 1,250 acres
have been identified as potential areas for restoration of wetlands required for enhancement of
aquatic and terrestrial habitat. Much of this land was used for agricultural purposes prior to
flooding in 1993,

Engineering and environmental studies were conducted for this project. Hydraulic and
floodplain analyses were completed for several alternative pilot channels as well as for mitigation
plans for backwater/wetland complex and terrestrial habitat. Sedimentation analyses were also
conducted to assess the impacts upon navigation due to the lowering of spur dikes along the right
bank of the Missouri River. Thermal plume impacts from the nearby Nebraska City Power
Station were also modeled and evaluated as part of this study,

Field reconnaissance was completed to inventory present vegetative and wildlife habitats
within the project site. Additional field observations should be performed during the monitoring
phase following construction to inventory fish and wildlife habitat and habitat utilization. These
surveys would be used to evaluate post-construction performance and the overall success of the
proposed project. Cultural resource surveys were conducted to determine whether any
significant cultural resources are located within the project area.

h. Report Fonnat: As part of the Missouri River Fish and Wildlife Mitigation Project,
a fact sheet was developed in 1992 to present a conceptual site development and preliminary cost
estimate for approval by the Missouri River Division, Corps of Engineers (CEMRD), The fact
sheet was approved by CEMRD on March 20, 1992. This DPR presents refinements to the
original fact sheet and is being submitted to CEMRD for approval to complete final plans and
specifications for the site development plan. It consists of three volumes. The first volume
contains the Definite Project Report, and Volume 2 contains engineering and technical
appendices.

The study purpose, authority, problems and opportunities, goals and objectives, and study
scope are presented in Section I of this DPR. Section 2 provides the basis for selection of the
Hamburg Bend area for mitigation development. The existing environment of the area to be
potentially affected by the project is described in Section 3. Section 4 presents the objectives
of the proposed project, Design and construction considerations are discussed in Section 5.
Section 6 presents the alternative project plans, and Section 7 evaluates those alternatives with
respect to engineering, social, economic, and environmental features. Section 8 describes the
selected plan and provides design and construction details. The environmental effects of the
selected plan are described in Section 9, which also includes the Biological Assessment prepared
for compliance with the Endangered Species Act.

5
