<br />, <br /> <br />-2- <br /> <br />- ><-~ ' <br />,. <br /> <br />, <br /> <br />. <br /> <br />of Colorado, proceed with the identification of flood <br />plains, and prepare suitable flood disaster preparedness <br />plans in cooperation with affected cities and counties, <br />including an effective flood insurance information <br />program, early warning system, and related steps to <br />protect against future loss of life and unnecessary <br />economic losses. Priority shall be given to the numerous <br />hazardous canyons in the State of Colorado. (Governor <br />Lamm's Executive Order of August 1, 1977) <br /> <br />By the terms of the Governor's Executive Order it is incumbent upon <br />the LUC and the CWCB to work cooperatively with other federal and <br />state agencies to meet the requirements of the Executive Order. <br />In order to work cooperatively, it will be necessary to attempt to <br />coordinate and integrate existing state and federal programs for <br />flood plain management. The Governor has established the "numerous <br />hazardous canyons in the State of Colorado" as priorities for action <br />under this Executive Order, thus providing the LUC and the CWCB with <br />initial direction. <br /> <br />The LUC's work program conforms nicely to the purpose and direction <br />of the Governor's Executive Order as well as to the direction of <br />President Carter's Executive Order. However, before the LUC pursues <br />implementation of its program as it relates to flood hazard areas it <br />efihOUld accomplish most of the tasks set out by the Governor's <br />~xecutive Order, that is, attempting to establish better coordination <br />and integration of state and federal programs for flood plain management. <br />At that point implementation of the LUC work program for flood plains <br />would provide a logical mechanism to ensure proper local regulation <br />of flood plains. Approaching the problem in this manner will maximize <br />state and federal input into the LUC program and allow for optimal <br />coordination and integration of the various levels of government in <br />. a unified effort to improve management of Colorado's flood plains. <br /> <br />I/#ark M~/5 ' <br /> <br />GOIl.
