<br />" <br /> <br />. - <br /> <br />I <br /> <br />COLORADO LAND USE COMMISSION <br /> <br />. <br /> <br />MEMORANDUM <br /> <br />TO: Land Use Commission members <br /> <br />DATE: August 25, 1977 <br /> <br />FROM: Gary Fisher <br />SUBJECT: Federal-State-Local Flood Plain Management Program <br /> <br />------------------------------------------- <br /> <br />Flood plain management programs have been established incrementally <br />over a period of several decades at the federal, state, and local <br />levels of government. These programs have functioned, for the most <br />part, independently of one another. <br /> <br />At the federal level, President Johnson attempted to provide direction <br />to federal flood management programs when he issued Executive Order <br />11296 in 1966. His effort, however, fell short of decreasing flood <br />hazards and flood related costs as witnessed by President Carter in <br />the following statement: <br /> <br />Despite substantial efforts by the federal government <br />. to reduce flood hazards and protect flood plains, annual <br />losses from floods and adverse alteration of flood plains <br />continue to increase. (President Carter's statement <br />accompanying his Executive Order 11988, May 24, 1977) <br /> <br />Because federal efforts have fallen short, President Carter issued an <br />Executive Order (referenced above) in an attempt to provide a stronger <br />direction to federal flood management programs. <br /> <br />~~t:_~bs~,...-,7-!-<l:te le:vel flood plain management programs ,are largely , <br />~ncoord~natep. Recently, Governor Lamm made the flrst attempt In <br />Cblorado to provide executive direction to Colorado's effort in flood <br />plain management through his Executive Order of August 1, 1977. This <br />Executive Order is a very significant step in providing the missing <br />link to an overall federal-state-local flood plain management program <br />in Colorado. <br /> <br />In a programatic sense, federal and state agencies have been provided <br />with a substantial amount of direction from existing statutes and <br />respective Executive Orders. The Executive Orders are of particular <br />importance because they provide essential policy direction to state <br />and federal agencies to be more aggressive in implementing their <br />respective programs and statutory responsibilities. Moreover, Governor <br />Lamm's Executive Order provides an essential link between state and <br />federal efforts and places specific responsibility for implementation <br />.Of his order on the LUC and the CWCB. <br /> <br />4. The Colorado Water conservation Board and the Land <br />Use Cormnission in cooperation with the appropriate state <br />and federal agencies shall continue to undertake the <br />evaluation of hazardous flood plain uses in the state <br /> <br />.-...... -- <br />
