<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />The increase in water tap fees and user charges increase the City's ability to accumulate <br />funds for future capital improvements and pay required maintenance costs. <br /> <br />6. If the project is funded, what ongoing operational obligations will be incurred? What <br />is the applicant's plan for addressing these additional costs? When do you expect the <br />project to start? When will it be completed? <br /> <br />The operational obligation to be incurred by the City of Cripple Creek will result in the <br />need to maintain the constructed facility. It is anticipated that there will be little <br />maintenance required on the water transmission line. Prime activities will include the <br />frequent monitoring of air-vacuum release valves (approximately every two months) to <br />assure proper operation. In addition, review of the coatings on the water storage tank, <br />particular]y the interior, on an annual basis will be necessary. It is anticipated that <br />recoating of the interior will be necessary approximately every 8 to 10 years. <br />Observation of the exterior coatings will be on an as-needed basis with repairs being <br />made to preclude corrosion of the steel structure. The additional costs to be incurred <br />by the City for maintenance of these new facilities will be addressed through the user <br />charges outlined above. <br /> <br />The construction of the water translIDsslon line would be anticipated to start <br />approximately August 15, 1991. The materia]s for this installation to be funded by the <br />CDBG program should be delivered to the City by this date. It is anticipated that the <br />construction of the pipeline could be accomplished prior to unacceptable weather in the <br />winter of 1991-1992. The construction of the water storage tank would be anticipated <br />to start at a time so that painting of at least the interior could be completed when <br />environmental conditions, particularly temperature, are acceptable. It is anticipated that <br />if this work is completed prior to October 1, 1991, that acceptable weather conditions <br />can be found. In order to meet this date, construction should start no later than <br />August 1, 1991. Thus, the receipt of bids and award of a contract should be <br />accomplished no later than approximately July 15. This is a very optimistic schedule in <br />light of the typical contracting process for the use of CDBG funds. With full <br />cooperation from the state of Colorado, the City of Cripple Creek will do everything <br />within its power to see that this schedule is met. <br /> <br />7. If the proposed project is a rental housing project, senior center or similar development <br />project which requires operating revenues, attach a detailed budget showing operational <br />revenues and expenses. <br /> <br />Not applicable. <br /> <br />8. Identity any capital improvements, service, facility, or other plan in which this project <br />has been identified as a community need. Does the applicant have a capital <br />improvements program?
