<br />I appreciate Doug Lofstedt sending me a copy of the attached
<br />memorandum and attached press release concerning findings with respect to
<br />a recently completed EP A technical report, The report was funded by EP A
<br />and is entitled The Colorado River Basin and Climatic Change, It was
<br />performed over a number of years under contract with EPA by the Pacific
<br />Institute for Studies in Development, Environment, and Security,
<br />
<br />Doug indicated to me that he was unaware of the study, I must admit
<br />I am a little taken back that a study of this nature could have occurred over
<br />a number of years without the knowledge of members of the state community
<br />who deal with water quantity and water quality issues in the Colorado River.
<br />
<br />There are some statements in the attached press release which are in
<br />error. I am sure that Forum members will iind them eye catching, Let me
<br />just extract from the attached pages some of the statements with respect to
<br />salinity, although I am sure you will find water quantity statements of equal
<br />interest. For example, on page 2 of the press release, the second full
<br />paragraph states:

<br />The greatest problem in the basin is with water quality, specifically
<br />the salt content (or salinity) of the water, Even without climatic
<br />changes, salinity standards are violated regularly, and even slight
<br />decreases in runoff would lead to much worse water quality. Even
<br />if climatic changes were to increase overall runoff, salinity standards
<br />will be violated regularly,
