3. The improvements to Barnum Lake and the channel and crossing
improvements from the Platte River to Federal Blvd. must be
constructed as a unit, since the improvement of Barnum Lake
will direct more flow down Weir Gulch than presently.
If Barnum Lake is improved without the downstream improve-
ments suggested, the possibility exists that suit might be
lodged by any downstream resident for damage due to the
increase of runoff along the existing channel route.

SOUTH WEIR GULCH

1. Flood plain zone areas subject to inundation by a 100 year
storm to prevent further channel encroachment.

4. The Federal Blvd. Detention Reservoir should be started and
the base facilities constructed. Additional storage capacity
should be developed in the reservoir as uses for the earth
removed from the reservoir occur.

2. The proposcd improvcmcnts are relatively low priority.
The existing broken concrete riprap chute must be kept in
good repair to prevent total failure and significant
erosion. The suggested improvements may be postponed until
fill material becomes available or until the area is developed
as a park.

5. The following areas of channel and crossing construction
are essentially the same in priority.

A. !looker St. TO Bryant Ave.

B. Virginia Ave. to Wolff St.

C. Ohio Ave. to Harlan St.

D. Mississippi Ave. to Kipling St.

E. Sheridan culvert.

F. Alameda Ave. culvert.

6. Development of the area from Alameda Ave. to Virginia Ave.
and from Wolff St. to Sheridan Blvd. should be considered
a Parks Department development since their construction is
not essential to the overall drainage system.

NORTH WEIR GULCH

1. Flood plain zone areas subject to inundation by a lOO year
storm to prevent further enoroachment on the flood plain.

2. Revise the area where North Weir Gulch enters Main Reservoir
to assure that all flow goes directly into the reservoir.

3. Other improvements along the gulch are relatively low priority.
Channel construction may await fill material becoming avail-
able or possible development as a park by the Parks Department.

4. The enlarged conduit bencath Union Ave. indicated on the
master plan may not be necessary, since the existing capacity
of the conduit beneath the street is sufficient to pass
approximately the 7 year storm.

-122-

-123-
