The federal Clean Water Act required Mesa County, Grand Junction. Palisade. the
Grand Junction Drainage District. and the Orchard Mesa Irrigation District to submit
permit applications on March 10, 2003. Thc'e cntillc, will ,oon begin compliance with long
term permil~ to manage the quality and quantit)' of stonnwater a~ required by the United States
Environmental PrOlcclion Agency and administered tly the Slate of Colorado. This program. the
Stormwater :\alional Pollutant Discharge Elimination Sy~tem (:\PDES). i.., an un-funded
m:tndatc:: local municipalities are expected to come up with the money for implementation and
maintenance of the permit requirements. Without an additional ....ouree of funding for the
~rmib. money will have (0 be taken from exi<;,ling budgeh.
