<br />. <br /> <br />. <br /> <br />Radiological Instrument Inspection ~aintenance and Calibration (RI~~C) <br /> <br />Plan of Operations (Four Year Exchange Cycle) <br /> <br />15 July 1985 <br /> <br />1. <br /> <br />Purpose <br />The purpose of the Plan of Operation is to describe objectives, specify <br />requirements and define activities to meet the requirements of the <br />RI/~I&,C Program in the State of Colorado for a recurring 4 year exchange <br />cycle. 1bis Plan of Operation will be the operating basis for the FFY <br />RI/~~C program. <br /> <br />2. <br /> <br />General Back~round <br />The RI/M&C program, under a vt'lriety of names, has been in place in <br />Colorado for many years.. The program has provided instrument <br />calibration and maintenance for civil defense instrumentation (1960- <br />1964 vintage electronics); guidance and assistance to local directors <br />regarding the use and placement of that instrumentation; and support of <br />local and State level radiological training programs. <br /> <br />. <br /> <br />The RI/M&C facility services in excess of 5000 high range and 1100 10\, <br />range survey meters; 16,000 high range and 600 low range dosimeters, <br />and 3000 accompanying dosimeter charges. \ These instruments are <br />distributed throughout 63 counties, 3 state agencies, Army and Air <br />National Guard units, 4 military installations, and 4 Federal Agencies <br />in addition to specialized instrumentation issued to the CAP. <br /> <br />These instruments provide coverage for more than 3 million people in a <br />103,595 square mile area serviced by 9200 miles of paved federal and <br />state roadway (including Interstates bisecting the state both north to <br />south and east to west). The instruments are positioned in locales <br />rangin.o; from 3350 feet to 11,350 feet above sea level and may be <br />exposed to ambient temperature extremes of below -30F to over 100 F <br />within a year's time, <br /> <br />3. Ob.iectives <br />a. Maintain and operate a statewide program providing for the <br />distribution, inspection, 4 year cycle of maintenance and <br />calibration of radiological inst~uments, and a battery exchange to <br />maintain the instruments ina state of operational readiness and <br />mission reliability. <br /> <br />b. Maintain and comply with Agreement state license #CDH 25-(10981)01 <br />and 02 for the use, possession, control, and storage of all FEMA- <br />owned radioactive material on loan to Colorado as authorized by the <br />license. <br /> <br />. <br /> <br />c.
