<br />.:1",; <br /> <br />. <br /> <br />1:,' <br /> <br />POPULATION PROTECTION PLANNING PROGRAM (PPP) <br /> <br />The State of Colorado's Division of Disaster Emergency Services <br />began impl ementat ion of FEMA' s Integrated Emergency Management <br />System in FY84. The initial emphasis and major planning effort has <br />been to provide technical assistance to EMA jurisdictions in the <br />updating or development of thei r multi-hazard local emergency <br />operat ions plans (LEOPs) and in the d i rec.t support of non-EHA <br />jurisdictions in c~mpletion (development or update) of their multi- <br />hazard LEOPs. Integrated in this effort has been the addressing <br />of national security emergencies as part of an all-hazards <br />approach. In FFY89 this effort was expanded to focus upon the <br />impact of NAPB 90, and to allocation of risk area population to <br />areas of lesser risk for reception and care. In addition a major <br />effort continued to update county community shelter plans based <br />upon the guidance furnished in NAPB #90, The PPP staff has been <br />very supportive in exercising of local jurisdiction LEOPs to assess <br />capabilities; determine existing deficiencies; and initiate <br />p 1 ann i ng to reduce the gap between requ i rements and shortfall s. <br />The PPP program continues to build on a solid base of product <br />achievement in its implementation of the IEMS concept. <br /> <br />. <br /> <br />The primary PPP direction in FFY90 will be to continue its <br />aggressive program to review, and update selected LEOPs. <br />Consistent with FFY90 program guidance, emphasis will be placed <br />upon non-EMA jurisdictions, although program balance will be <br />maintained through provision of technical assistance to selected <br />EMA jurisdictions. Program efforts will continue in the area cf <br />updating community shelter plans based upon NAPB #90; update of <br />reception and care annexes as well as refinement of allocation of <br />populations from high risk areas to areas of lesser risk. Other <br />areas of important emphasis will include: <br /> <br />1. Submittal of a 4-year schedule for non-EMA jurisdiction EDP <br />updates. <br /> <br />2. Participation with other state and local emergency management <br />agency staff in conduct of exercises of LEOPs. <br />3. Support of DODES tra in i ng program by provi ding techn i ca 1 <br />planning input and instructional capability for an annual <br />emergency planning course and other courses associated with <br />planning. <br /> <br />4. Provide support to improve State and local Continuity of <br />Government (COG). <br /> <br />5. <br /> <br />Attend FEMA approved training courses toward filling <br />requirements that each State Planner must complete within the <br />next 4 years. <br /> <br />. <br /> <br />6. <br /> <br />Reviews hazardous substance <br />to LEOPs for conformance <br />planning requirements. <br /> <br />incident/facility profile annexes <br />to SARA Title III contingency <br />
