<br />. <br /> <br />. <br /> <br />. <br /> <br />HAZARDOUS MATERIALS (HAZMAT) (EMA STAFF MANAGEMENT) <br /> <br />In keepi ng wi th the increased awareness of HAZMA Tin Co 1 orado, <br />continued efforts will be made to capitalize on the interest <br />generated to raise or establish HAZMAT response capabilities <br />throughout the state. Working with and through existing advisory <br />bodies, designed response authorities, and other organizations, the <br />EMA staff wi 11 continue to develop and implement comprehensive <br />proposals for achievement of state wide response capability <br />appropriate to the hazard. . DODES will promote training of <br />individuals and mutual aid capabilities of local jurisdictions and <br />state agencies. Major progress in this area was accomplished in <br />FFY88 and continued progress is anticipated for FFY89. The <br />Division of Disaster Emergency Services, at the direction of the <br />Governor, continues to provide leadership and staff support to the <br />Colorado Emergency Planning Commission established in response to <br />the mandate of SARA-Title III. Through this organization DODES has <br />been able to integrate HAZMAT planning into the existing LEaps <br />which support the goal of a comprehensive approach to emergency <br />management. <br /> <br />In the development of HAZMAT and radiological response teams, DODES <br />encourages inter jurisdictional arrangements because in this fashion <br />the high costs of training and equipment for incident responses can <br />be shared among the participating jurisdictions. This in turn <br />fosters the i ntegrat i on of personne 1i nto cooperat i ve wor-k i ng <br />groups, one of the objectives of the IEMS process. However, this <br />also mandates that additional training be provided in the Incident <br />Command System so that personnel from different jurisdictions can <br />function as a team on interjurisdictiona1 incidents. In Colorado, <br />radiological problems are treated as a subset of HAZMAT. <br />Consequently, some radiological training is integrated with the <br />HAZMAT training. <br /> <br />The Chemical Stockpile Disposal (CSD) program is part of the <br />overall HAZMAT activity being managed within the state. We intend <br />to pursue this in an integrated fashion and to discourage the <br />development of unique plans and capabilities that are not <br />consistent with overall HAZMAT plans and programs. <br /> <br />~;::!.1 <br />
