<br />Due to the confusion that exists among the previous hydrologic studies, the CWCB <br />. finds that its 1992 values are the most representative of 1991 basin conditions. During the <br />current CWCB evaluation, it became clear that the study findings presented in the 1978 <br />report do not adequately represent 1991 basin conditions. It also became clear that a new <br />hydrology study was warranted for the Sulphur Creek Basin. <br /> <br />The CWCB 1992 study did not incorporate ~ of the previous study assumptions or <br />parameters without a complete review. At a March 17, 1992 meeting, the CWCB fmdings <br />were presented to the Town of Meeker and Rio Blanco County, Colorado. The local <br />officials co=ents were, 'The CWCB study parameters and findings are representative of <br />past runoff conditions and events." The CWCB study findings appear to best address the <br />concerns of state and local officials and to present flood discharges which are reasonable <br />for the Sulphur Creek Basin. <br /> <br />dr0090.ltr/bj <br /> <br />11 <br /> <br />. <br /> <br />. <br />
