Table 2

-

Column 4: Annual O&M expenses include the Bureau of Reclamation and
Western Area Power Administration's expenses associated with operating
and maintaining the Project's power facilities including salaries of
employees involved in di rect operation of the powerplant and
maintenance of the power facilities. The costs of maintenance,
engineering, and administration and general expenses are also
included.

Column 5: This column includes the cost of firming capacity and
energy purchases through FY 1989 and fi rmi ng energy purchases on ly
thereafter.

,

Column 6: Other expenses include Western's cost of transmission by
others and other miscellaneous expenses.

Column 7: Figures prior to FY 1963 are on a replacement basis.
Beginning with FY 1963, "provision for depreciation" was computed on a
basis of straight-line depreciation. In FY 1966, a compound-interest
method of comput i ng depreci at i on was adopted. After 1972, a
replacement accounting method was used. Future replacement costs are
based on the current cost of these replacements as of January 1985.

Column 8: The amount of interest paid each year on interest-bearing
unpaid capital, replacement investment, and capitalized deficits.

Column 9: Total deductions are the sum of columns 4 through 8.

Column 10: These entries come from the occasional need to make
adjustments to pri or years' income and/o r expenses. Norma lly, the
on ly adjustments i nc luded are those whi ch s i gnifi cant ly di stort the
current-year data.

Column 11-13: Depreciation accounting data are shown in these columns
for the years 1963 through 1972. In FY 1973 and thereafter, the
columns are blank because a new method of handl i ng repl acements was
adopted for repayment studies. Replacement data are shown in columns
15 through 17.

Column 14: This is the amount available to repay the project
investment, including replacements (Column 3, total revenue, minus
column 9, total deductions).

Column 15: Entries in this column for FY 1973 through 1984 are the
actual cost of replacements. After FY 1985, entries are the estimated
future costs of replacements as of January 1985 price levels. The
basis for replacements was reduced in the historical years to reflect
the sale of the project transmission facilities.

33
