<br />4, Indefinite Delivery Type Contract Planning And Engineering Sel'Vices, Omaha
<br />District, V,S. Army Corps Of Engineers: We were selected to perform services for this
<br />indefinite delivery contract for the Fiscal Year 1994, and the contract was subsequently
<br />renewed for a single option year, This contract had limits of $1,000,000 per year with
<br />each task order not to exceed $200,000, Under tenus of the contract, Task Orders may
<br />include such efforts as PL84-99 Rehabilitation Reports, or Eligibility Assessment
<br />Reports; Reconnaissance and Feasibility Flood Control Studies; Environmental Impact
<br />Assessments or Statements; Cultural Resources Surveys; Real Estate Determinations and
<br />Evaluations; Design Studies; Recreation Site Plans; and various studies, Major efforts
<br />include: hydrologic and hydraulic analyses; flood damage and benefit analyses; and
<br />formulation, evaluation, and assessment of alternative solutions. Task Orders came from
<br />the Planning Assistance to States Program (Section 22), Missouri River Bank
<br />Stabilization and Navigation Fish and Wildlife Mitigation Program, Small Flood Control
<br />Program (Section 205), Environmental Restoration Projects Program (Section 1135), and
<br />General Investigations (01 Studies Program), Our work involved conducting the studies
<br />and preparing the technical reports to meet the requirements of the Corps of Engineers
<br />and the requirements of pertinent environmental regulations, such as the National
<br />Environmental Policy Act (NEPA), the Council on Environmental Quality (CEQ),
<br />Regulations for Implementing the Procedural Provisions of the NEPA, the Federal
<br />Endangered Species Act of 1973, the National Historic Preservation Act of 1966 as
<br />amended, and Section 404(b)(I) of the Clean Water Act of 1986, A total of 15 Task
<br />Orders were issued under this contract Several of the relevant projects are discussed
<br />below:

<br />. Hamburg Bend. Nebraska. Preparation of a Detailed Project Report with
<br />Environmental Assessment for the Hamburg Bend point bar which is comprised of
<br />approximately 1,250 acres of land along the right bank of the Missouri River between
<br />river miles 551.7 and 555.8, Alternatives were investigated that could restore and
<br />preserve aquatic areas and develop terrestrial habitat. Hydraulic and floodplain
<br />analyses were completed for several alternative pilot channels, Sedimentation
<br />analyses were also conducted to assess the impacts upon navigation due to the
<br />lowering of spur dikes along the right bank. Additionally, thermal plume impacts
<br />from the nearby Nebraska City Power Station were modeled, The selected plan
<br />included construction of a I O-foot wide pilot channel along with spur dike lowering on
<br />the Missouri River. Environmental impacts anticipatl~d from this altemative were
<br />assessed. Chute inlet and outlet structures, grade control structures crossing the chute
<br />location, and revetment structure modifications were detailed, Cost estimates using
<br />M-CACES projected the construction cost to be $2,469,470, With hmd acquisition,
<br />contingencies, planning, engineenng, and design (PED), and construction
<br />management, the total estimated project cost was $4,558,520, This project was similar
<br />in scope to several other "bend" projects that we completed on other areas of the
<br />Missouri River.
