gathered, As a result of the work, the City has started several significant studies and
designs, including construction of a new major regional detention facility, repairs to
damaged flood control improvements, imd the evaluation of rainfall/freqw:ncy policies of
the City,

4, Indefinite Delivery Type Contract Planning And Engineering Sel'Vices, Omaha
District, V,S. Army Corps Of Engineers: We were selected to perform services for this
indefinite delivery contract for the Fiscal Year 1994, and the contract was subsequently
renewed for a single option year, This contract had limits of $1,000,000 per year with
each task order not to exceed $200,000, Under tenus of the contract, Task Orders may
include such efforts as PL84-99 Rehabilitation Reports, or Eligibility Assessment
Reports; Reconnaissance and Feasibility Flood Control Studies; Environmental Impact
Assessments or Statements; Cultural Resources Surveys; Real Estate Determinations and
Evaluations; Design Studies; Recreation Site Plans; and various studies, Major efforts
include: hydrologic and hydraulic analyses; flood damage and benefit analyses; and
formulation, evaluation, and assessment of alternative solutions. Task Orders came from
the Planning Assistance to States Program (Section 22), Missouri River Bank
Stabilization and Navigation Fish and Wildlife Mitigation Program, Small Flood Control
Program (Section 205), Environmental Restoration Projects Program (Section 1135), and
General Investigations (01 Studies Program), Our work involved conducting the studies
and preparing the technical reports to meet the requirements of the Corps of Engineers
and the requirements of pertinent environmental regulations, such as the National
Environmental Policy Act (NEPA), the Council on Environmental Quality (CEQ),
Regulations for Implementing the Procedural Provisions of the NEPA, the Federal
Endangered Species Act of 1973, the National Historic Preservation Act of 1966 as
amended, and Section 404(b)(I) of the Clean Water Act of 1986, A total of 15 Task
Orders were issued under this contract Several of the relevant projects are discussed
below:

. Hamburg Bend. Nebraska. Preparation of a Detailed Project Report with
Environmental Assessment for the Hamburg Bend point bar which is comprised of
approximately 1,250 acres of land along the right bank of the Missouri River between
river miles 551.7 and 555.8, Alternatives were investigated that could restore and
preserve aquatic areas and develop terrestrial habitat. Hydraulic and floodplain
analyses were completed for several alternative pilot channels, Sedimentation
analyses were also conducted to assess the impacts upon navigation due to the
lowering of spur dikes along the right bank. Additionally, thermal plume impacts
from the nearby Nebraska City Power Station were modeled, The selected plan
included construction of a I O-foot wide pilot channel along with spur dike lowering on
the Missouri River. Environmental impacts anticipatl~d from this altemative were
assessed. Chute inlet and outlet structures, grade control structures crossing the chute
location, and revetment structure modifications were detailed, Cost estimates using
M-CACES projected the construction cost to be $2,469,470, With hmd acquisition,
contingencies, planning, engineenng, and design (PED), and construction
management, the total estimated project cost was $4,558,520, This project was similar
in scope to several other "bend" projects that we completed on other areas of the
Missouri River.

4
