<br />II. General Qualificatio][]s and Experience <br /> <br />A. Relevant Proiect Experience, <br /> <br />ICON specializes in drainage and flood control. Since the company's fonllation, and <br />previously while doing business as 0&0, the firm has averaged over 45 major drainage/flood <br />control projects every year for the past 12 years, Many of these projects have involved similar <br />tasks that will be required for the State's anticipated scope of work. We often help our public <br />sector clients in identifying project needs. assessing funding opportunities, and then defining <br />implementation strategies, Relevant project examples include: <br /> <br />1. Pawnee Creek Flood Hazard Mitigllltion Feasibility Study, Sterling, Colorado: <br />Produced jointly for the City of Sterling, Logan COlmty and the Colorado Water <br />Conservation Board, this study served as the basis for a Hazard Mitigation Grant Program <br />application. This report summarized data related to the 1997 flood event that occurred on <br />Pawnee Creek in Logan County, and the subsequent overflows into the City of Sterling, <br />A complete tabulation of data related to the flood was mad(:, including estimates of flood <br />damage, peak flow rates, rainfall depths and area flooded, Much of the information was <br />compiled from data prepared by others and obtained, formatted and presented by ICON. <br />This application was reviewed and accepted by FEMA. The time frame for the study was <br />very restrictive due to tight scheduling requirements imposed by FEMA <br /> <br />2. Flood Control and Drainage Prioritization Analysis,. Sterling, Colorado: The <br />primary goal of this project was to address the community's flood and drainage problem <br />areas in the most cost effective and acceptable manner and to provide a workable <br />floodplain management program. This commLmity has experienced serious flooding from <br />the South Platte River and two major tributaries, Work consisted of reviewing and <br />compiling data from previous studies. including FIS documentation, HEC-2 Models <br />were developed for the 100- , 50" and 10-year events. A number of proposed <br />improvements had been studied in past years. The new HEC-2 models were used as a <br />tool to prioritize the recommendations, Alternatives studied in detail included major <br />regional detention dams, channel improvements, and design of portions of the City's <br />outfall system, This project was jointly funded by the City and the CWCR <br /> <br />3, Flood Damage Assessment For The Fairbrooke Heights Neighborhood, Fort <br />Collins: <br />This neighborhood is located very near the epicenter of the major storm event that <br />occurred during the night of July 28, 1997. Extensive damage from the flooding <br />devastated the neighborhood, ICON Engineering was retained by the City of Fort Collins <br />to produce a series of reports for public distribution, Among the works completed was a <br />complete analysis of the flood event including documentation of high water marks, <br />plotting of floodplain maps, estimating peak flow rates resulting from the rainfall, routing <br />of flood flows through alternative improvement measures, and an assessment report on <br />the engineering characteristics of flood control improvements that had been constructed <br />and significantly damaged by the flood, An important task included conducting a series <br />of eight public meetings wherein our analysis was explained to the pubhc and feedback <br /> <br />3 <br />
