<br />data in the form of a check list. The check list will be a visual means of comparing what
<br />information is available from each community, and will quickly point out areas where
<br />additional data will yet have to be found, The check list will serve as the basis for a
<br />questionnaire that we will prepare in anticipation of interviews with local offic:ials,

<br />Prior to any discussions with local officials, (other than CWCB personnel and Mr. Sibley), we
<br />will meet again with the CWCB to discuss the checklist and our proposed questionnaire. We
<br />will also compile a first draft of a directory of people to contact. This directory will be added
<br />to throughout the course of the data gathering. At this time, we anticipate that the directory
<br />will be set up using the computer program "Actl", which is a lotus based program allowing
<br />not only setting up a directory, but also allows logging conversations chronologically and in a
<br />format suitable to the CWCB, Act! will aecommodate partitioning each community
<br />separately into several different categories, and then entries under each category can be
<br />alphabetized for easy retrieval, As an example, we would have a partition for Logan County,
<br />and several categories such as Public Works Director, Planning Director, Elected Officials,
<br />etc" into which individual names, numbers and notes describing conversations can be added,
<br />Act! is easily accessible through a modem connection, and if information is gathered in the
<br />field, it can be entered into a laptop computer and sent back to the office to update the central
<br />file.

<br />When we have agreed to the basic format of the questionnaire, and the data that we are
<br />targeting for collection, we will make initial contacts with local officials and federal entities,
<br />We anticipate that 15 to 20 minutes will ne(,d to be set aside for each contact. Hard copies of
<br />background information will be requested and arrangements finalized for the acquisition, We
<br />anticipate that there may be some reluctance to release originals of reports, drawings, pictures,
<br />videos etc. We will set up a budget line item for making copies and transmitting information
<br />back to rightful owners. A letter of introduction f]'om the State, indicating the purpose of the
<br />report and authorizing our firm to borrow the material on behalf of the State, would be most
<br />helpful. One of the goals of the initial contact will be to determine if then, are additional
<br />contacts for people that are not on our initial list, but who may have access to worthwhile
<br />data,

<br />In the event that meetings are required in the field, we will schedule the me(,tings such that
<br />field investigations can be conducted at the same time, Our finn has sufficient survey
<br />equipment to accommodate several field investigations simultaneously, Thus we can easily
<br />gather data such as required channel eross--sections, high water, marks and lengths of areas
<br />damaged.

<br />While the data is being gathered, we will draft a copy ofthe report specific to one agreed upon
<br />county. Since we already have much data on the Colorado Springs flooding, we suggest that
<br />this area serve as the "model" for the other communities, We would expect that a draft
<br />submittal to CWCB and a correction reiteration of the County chapter format will need to be
<br />made prior to applying the format to other communities.
