<br />I <br />.1. . <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />STUDY PURPOSE AND OBJECTIVES <br /> <br />The purpose of the reconnaissance-level study was to conduct a <br /> <br /> <br />preliminary evaluation of the flood problems on Rock River and two of its <br /> <br /> <br />tributaries at Rock Rapids. This study determines whether or not there is <br /> <br /> <br />at least one flood damage reduction alternative that warrants a Federal <br /> <br /> <br />interest in conducting feasibility level studies and, if so, to determine <br /> <br /> <br />the scope and cost of these studies. In addition, determination of non- <br /> <br /> <br />Federal sponsor support for cost-sharing of these studies would be <br /> <br /> <br />solicited. The reconnaissance study objectives follow. <br /> <br />o Define the flood problems and identify the needs of the city <br />of Rock Rapids; <br /> <br />o Identify at least one feasible solution for the Corps' <br />implementation under current policy; <br /> <br />o Determine whether or not the study should proceed to the <br /> <br /> <br />feasibility phase. This includes identifying the Federal and non-Federal <br /> <br /> <br />interest through assessing the level of support and willingness of a <br /> <br /> <br />local sponsor to share the cost of the feasibility phase; and, <br /> <br />o Produce a study cost-sharing agreement with the sponsor to <br /> <br /> <br />share feasibility-phase costs, including a scope of study and the study <br /> <br /> <br />cost estimate. <br /> <br />For purposes of this reconnaissance study, the Corps determined that <br />the alternative that would show the greatest potential for warranting a <br />Federal interest in proceeding to follow-on feasibility phase studies <br />would be a levee alternative. Based on this determination, prior to <br />initiating this study, the Corps decided that at least five separable <br />levee "units' would be analyzed along the Rock River in Rock Rapids for <br />flood damage reduction purposes, including.
