Damages to public facilities

include utilities, roadways, and bridges, Also included in the damage

estimates are flood cleanup costs. Public facility damage and cleanup

costs were estimated as a percentage of total damage to structures,

contents, and appurtenances based upon actual data collected from the

city of Rock Rapids for the Kay 1993 flood. Damage data for the city of

Rock Rapids was used for this project because the data was well documented

and published in the local newspaper. For this level of study, it was

assumed that public facility damages in Pipestone would be similar to

those in Rock Rapids. The percentage determined for this study was 20

percent. This 8~we percentage was used for all flood events, and is

reflected in the total EAD for the study.

Table 6 presents the actual damage-frequency relationship for each
subarea.

Table 6
Existing Conditions
Estimated Actual Damage-Frequency Relationship
Subarea 10- Year SO-Year 100-Year SOO-Year
1 0 $2S,9S2 $213,787 $ 618,876
2 0 0 5,491 82,4S6
3 0 0 24,730 121,14S
4 0 0 264,100 361,903
S 0 0 79,746 S12,728
6 Q 0 29.802 308.980
Total 0 $2S,9S2 $617,6S6 $2,006,088

As shown in table 6, subareas 1, 4, 5, and 6 are susceptible to a

significant percentage of the total damages. The total EAD for Rock

Rapids is estimated to be $18,378.

26
