<br />I <br /> <br />9) Adequate Level of Design Information: The preliminary designs that are shown in the <br />Selected Improvement Plan should adequately reflect a level of detail upon which a qualified <br />consultant could proceed directly to a final design phase. <br /> <br />I <br /> <br />B. Preliminary Design <br /> <br />I <br /> <br />Based on existing mapping, utility information, right-of-way information, geotechnical <br />information, surveying information, WRC will prepare preliminary design of the proposed <br />facilities included in the Plan-of-Improvements. <br /> <br />I <br /> <br />C. Cost Estimate <br /> <br />I <br /> <br />Based on the preliminary desigu of the proposed improvements the construction cost of these <br />facilities will be determined. Reasonable costs related to property acquisition, construction <br />contingencies, .. .etc. will be included in the cost estimate. These cost estimates for different <br />facilities will be complied for each basin separately. <br /> <br />I <br /> <br />10. PREPARE DRAFT AND FINAL REPORT <br /> <br />I <br />I <br /> <br />A Draft Report will be prepared which summarizes the projects scope; history of previous studies; <br />hydrologic and hydraulic analysis; identification/confirmation of problem areas; preparation, <br />evaluation, and selection of alternative drainage improvements; preliminary design; project phasing <br />and implementation, and cost estimates. This Draft Report will be submitted to the City and CWCB <br />for review and comment. Once comments are received, any report revisions will be completed and <br />the Final Report will be printed and delivered to the City and CWCB. All backup documents, <br />computer files, and CAD drawing files will be submitted at this time. <br /> <br />I <br /> <br />11. ADOPTION OF THE SELECTED PLAN-OF-IMPROVEMENTS <br /> <br />I <br /> <br />Before a planning document, such as the Plan-of-Improvements, can be used as a planning and <br />decision making tool, it must be adopted by the City Council. <br /> <br />I <br /> <br />We recognize the importance of the adoption process and that our services are not fully completed <br />at the time the fmal report is printed and delivered to the City and CWCB. <br /> <br />I <br /> <br />From our past experience with similar adoption processes, we have attended meetings and made <br />presentations to the Planning Commissions and City Councils. In some cases, we have participated <br />in public hearings related to adoption of such plans as required by the City Council. <br /> <br />I <br /> <br />WRC has extensive experience in adoption process. We have successfully presented and secured <br />approval of stormwater master plans and drainage criteria manuals from City Councils, Planning <br />Commissions and County Commissioners. <br /> <br />I <br /> <br />At such time when this effort is needed, WRC would be pleased to submit to you the scope of <br />services and its costs for your consideration and approval. <br /> <br />I <br /> <br />This plan of approach, along with the "project considerations" outlined in Section - III of this proposal, <br />will allow a logical, reasonable, and economically beneficial selection of projects to be implemented to <br />solve existing and projected flooding problems in the City of Sterling. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />CITY OF STERLlNG/CWCB 7 WRC ENGINEERING, INC. <br /> <br />II <br />
