<br />I <br /> <br />Once the alternatives are conceived they will be evaluated for hydraulic feasibility, cost, benefits, <br />practicality, ability to be implemented as part of a phased program, compatibility with existing and <br />future land uses, potential conflicts with known existing utilities, right-of-way and legal <br />requirements, aesthetics of proposed facilities, neighborhood impacts and anticipated maintenance. <br /> <br />I <br /> <br />I <br />I <br /> <br />Schematic level drawings will be prepared that show the most desirable alternatives. Hard and soft <br />costs that are associated with each alternative will be estimated. Hard costs include construction <br />engineering, contingency, right-of-way, legal / administrative, and operation and maintenance. <br />Intangible items for each alternative which would incorporate items such as aesthetics, environmental <br />impacts, reduced health and safety hazards, enhancement of water quality and other relevant criteria <br />will receive a qualitative assessment. <br /> <br />I <br /> <br />The alternatives will be presented to CW CB and the City and the review committee / participating <br />citizens with recommendations for selection of a plan-of-improvement. <br /> <br />I <br /> <br />9. SELECTED PLAN-OF-IMPROVEMENT, PREPARE PRELIMINARY DESIGN, AND COST <br />ESTIMATE <br /> <br />I <br />I <br /> <br />A. The selected plan-of-improvement must have several characteristics that will be necessary for <br />its proper and efficient implementation. Based upon our past stormwater and flood control <br />experiences we have found these essential characteristics include: <br /> <br />I) Accuracy: The drainage analyses, proposed improvements, and construction cost estimates <br />should be thorough, detailed and unopen to dispute. <br /> <br />I <br /> <br />2) Feasible: The projects that are incorporated into the Improvement Plan must be able to be <br />implemented without unanticipated complications. <br /> <br />I <br /> <br />3) Logical: An Improvement Plan that presents concepts possessing this characteristic will be <br />received more readily by the general population and should not be challenged by those who <br />are not intimately familiar with its evolution. <br /> <br />I <br /> <br />4) Compatible With Land Uses: It is important that the Improvement Plan adequately address <br />the solutions of existing and potential future drainage related problems. However, it must <br />do so in a manner that preserves and / or enhances the character of open space areas, existing <br />business and residential area, natural and man-made wildlife and plan habitats and the land <br />development opportunities that exist in low density areas. <br /> <br />I <br /> <br />I <br /> <br />5) Ability for Phased Implementation: It goes without saying that the monies required for <br />total implementation of the Plan are not immediately available but will be allocated for the <br />next several years. Therefore, the Plan must allow for and show the manner by which <br />construction projects can be left that will comply with the project annual budget. <br /> <br />I <br /> <br />6) Prioritization of Improvements: The Improvement Plan, in addition to showing <br />implementation phasing, must also illustrate the priority by order in which projects should <br />be undertaken. <br /> <br />I <br /> <br />I <br /> <br />7) Clarify: All information that is provided within the Improvement Plan document must be <br />presented in a clear, concise and accurate manner. A qualified individual, who is unfamiliar <br />with the project, should be able to easily review the document and obtain the data for which <br />they are looking. <br /> <br />I <br /> <br />8) Updating Flexibility: The final product delivered to the City/CWCB must allow for easy <br />adjustments that may be required in the future due to changing land uses, precipitation data <br />and ever evolving analysis techniques. <br /> <br />I <br /> <br />CITY OF STERLING/CWCIl b WHC ENGINEEHIt'iG, INC. <br /> <br />I <br />
