<br />4 <br /> <br />However, the concensus of the Research Subcommittee is that the most <br /> <br />urgent needs are for topics associated with development of methods to cope <br /> <br />with the inadequacies of older dams with respect to current design stan- <br /> <br />dards and criteria, establishing the usefulness and scope of application <br /> <br />of risk analysis, better instrumentation, and development of universally <br /> <br />acceptable procedures for determining the probable maximum flood. These <br /> <br />issues, which have no priorities among themselves, will require research <br /> <br />as well as general policy guidelines. The subcommittee has assigned pri- <br /> <br />ority I or priority 2 status to all Group III topics. These priorities are <br /> <br />general guidelines. They should not be considered binding for planning future <br /> <br />research. Final priorities must be established by the funding agencies. <br />
