.

.

.

WHEREAS, detailed hydrologic information for the approximate riverine floodplains listed in
Table 2 but not listed in Table 4, which generally includes streams in the Denver Metropolitan area, is
available from drainage reports and master drainage plans produced by the Urban Drainage & Flood
Control District; and

WHEREAS, the approximate riverine floodplain information, as listed in Table 2 with the
exception of Todd Creek Tributary 2 and North Tributary 7, in said new Flood Insurance Study meets
all of the requirements listed under the Board's "Rules and Regulations for the Designation and
Approval of Floodplains and of Storm or Floodwater Runoff Channels in Colorado" (2 CCR 408-1);
and

WHEREAS, a procedure for determining hydrology information in Adams County for
approximate floodplains of reservoirs, lakes, ponds, local storm drainage areas, and overflows from
irrigation ditches and canals has not been established by the CWCB; and those floodplain areas may
not be designated as approximate floodplain information without a procedure for estimating 100-
year peak flows, and therefore the local government should require that a detailed hydrologic and
hydraulic study be performed by a professional engineer and submitted by the developer or the
development proponent prior to any floodplain development in those cases; and

WHEREAS, hydraulic determinations for the approximate floodplains listed in Table 2
were prepared by FEMA using approximate hydraulic techniques approved under the Board's
"Rules and Regulations for the Designation and Approval of Floodplains and of Storm or
Floodwater Runoff Channels in Colorado" (2 CCR 408-1); and

DESIGNATION AND APPROVAL ACTION

NOW, THEREFORE, BE IT RESOLVED by the Colorado Water Conservation Board in
regular meeting assembled in Canon City, Colorado, this 25th day of September 2000, that it does
hereby designate and approve as detailed floodplain information the 100-year floodplain delineations
as listed in Table 1 for unincorporated portions of Adams County contained in said new Flood
Insurance Study dated March 16, 1995 and said new Hydrology Addendum dated September 2000,
with included Flood Insurance Rate Maps; and

BE IT FURTHER RESOLVED that the Board does hereby designate and approve as
approximate floodplain information the Zone A 100-year riverine floodplain delineations as listed in
Table 2 for unincorporated portions of Adams County contained in said new Flood Insurance Study
dated March 16, 1995 and said new Hydrology Addendum dated September 2000, with included Flood
Insurance Rate Maps; and

BE IT FURTHER RESOLVED that the Board does hereby designate and approve as
approximate floodplain information the Zone A 100-year non-riverine floodplain delineations listed in
Table 2 provided that the County requires a detailed floodplain analysis to be performed by a registered
professional engineer and submitted by the development proponent prior to approving any new
development proposals in those areas; and

5
