<br />i <br /> <br />6 <br /> <br />, <br /> <br />implemented floodplain regulations which meet minimum <br />standards, Local governments would be free to establish <br />requirements which are equally strict or more strict than <br />published state standards, and in such a case, the local <br />standards would be in effect and the rules would be <br />administered locally, If however, local government failed <br />to adopt or implement a regulation, the State, through <br />the Water Conservation Board, could enact a permit system <br />for the jurisdiction. The State would continue, in all <br />cases, to provide technical assistance for floodplain <br />administration, <br /> <br />Discussion: Many local governments in Colorado, including Larimer <br />County, have enacted and are implementing floodplain <br />land use regulations. We recognize, however, that there <br />are some local governments which either have not enacted <br />nor adequately implemented floodplain regulations, In <br />these cases, the State should establish and enforce <br />minimum standards for floodplain land use, <br /> <br />Page 83, paragraph 4,3,4 <br /> <br />Proposal: That this initiative be amended to read: <br /> <br />Local Government should take the necessary planning <br />actions to have skilled manpower available to provide <br />crisis oriented services, following a disaster, in <br />the amount and type needed. <br /> <br />Discussion: This is a mitigation plan and, although recognition <br />of the need for mental health services should receive <br />a high priority during the recovery phase of a disaster, <br />actions that could be taken prior to a disaster to <br />mitigate its effects on the mental health of the victims <br />are not addressed~ The Larimer County Mental Health <br />Center did participate actively in the recovery phase <br />of the Lawn Lake Flood, Prior planning and trained <br />professionals were the keys to its successful efforts: <br />efforts which were systematically incorporated into <br />the recovery process. <br /> <br />Page 85, paragraph 4,3,6 <br />Proposal: That the long term initiative be amended to read: <br /> <br />Draft a letter to each county or local emergency <br />preparedness coordinator providing information as <br />to the risk status of their communities and offering <br />technical assistance, <br /> <br />Discussion: This recommendation should clarify that the channel <br />through which dam failure hazard information reaches <br />the threatened communi ty is through the 1 oca 1 or county <br />coordinator, Direct communication with the community, <br />
