Releases in Excess o! Reportable {.!l!:antities <br /> <br />This permit does not relieve the penrr.ttee of the reporting requirements of 40 CFR 110,40 CFR 117 or 40 CFR <br />302. Any discharge {,fhazardous mal,rial must be handled in accotdance with the Division's Notification <br />Requirements (see PaJt II.A.3 of the rermit). <br /> <br />5. Stonnwater Mana2ement Plans <br /> <br />Prior to commencemem of constructiol, the stormwatet management plan (SWMP) shall be implemented for the <br />construction site covered by thi, petrD..t. <br /> <br />a) Signatory Requirements. The plan shall be signed in accordance with Part I.E.!., with one retained on site. <br />The plan shall be made availabk to the Division, to local agencies or to EPA upon request. <br /> <br />b) SWMP Review/Changes: 111e penruttee shall amend the plan whenever there is a significant change in <br />design, construction, ope:catioo, or maintenance, which has a significant effect on the potential for the <br />discharge of pollutants to the w'lters of the State or if the SWMP proves to be ineffective in achieving the <br />general objectives of comrollinf pollutants in stormwatet discharges associated with construction activity. <br /> <br />6. Insvections <br /> <br />a) Active Sites - For sites wher< c,)nstruction has not been completed, the permittee shall make a thorough <br />inspection of their stormwateI nanagement system at least evety 14 days and after any precipitation Ot <br />snowmelt event that causes surface erosion. <br /> <br />1) The constnJction SiI" penmeter, disturbed areas and areas used for material storage that are exposed to <br />precipitation shall b" inspeeted for evidence of, or the potential for, pollutants entering the drainage <br />system. Erosion and sedin:.ent control measures identified in the SWMP shall be observed to ensure that <br />they are operating cotreed:,. <br /> <br />2) Based on tne results of the inspection, the description of potential pollutant sources, and the pollutlOn <br />prevention and conlIol me"sures that are identified in the SWMP shall be revised and modified as <br />appropriate as soon as practicable after such inspection. Modifications to control measures shall be <br />implemented in a tinely m,nner, but in no case more than 7 calendar days after the inspection. <br /> <br />3) The operator shall keep' record of inspections. Uncontrolled releases of mud or muddy water or <br />measurable quantities of Sf :liment found off the site shall be recorded with a brief explanation as to the <br />measures taken to prevemfuture releases as well as any measure taken to clean up the sediment that has <br />left the site. This n:corcl s.lall be made available to the Division upon request. <br /> <br />b) Completed Sites - For sites who"e all construction activities are completed but fmal stabilization has not been <br />achieved due to a vegetative :O'/er that has been planted but has not become established, the permittee shall <br />make a thorough inspection of I:heir stormwater management system at least once every month. These <br />inspections mmt be conducted :.n accordance with paragraphs 1), 2), and 3) of Part I.C.6.a. above. <br />
