A description of intetim and permanent stabilIzation practices, including site- <br />specific schedllling of the impL:mentation of the ptactices. Site plans should ensure that existing vegetation is <br />preserved where possib'" and tl,at distutbed areas are stabilized. Non-structUtal ptactices may include: <br />temporary seeding, pemlanem ;;eeding, mulching, geotextiles, sod stabilization, vegetative buffer strips, <br />protection of trees, and preSfTvation of mature vegetation. <br /> <br />b) Matetials Han,lling and SoillJ:revention. <br /> <br />The SWMP sh.lll identi~1 any procedutes Ot significant materials (see definitions at Part J.D.) handled at the <br />site that could contribute poilu' ants to runoff. These could include: exposed stotage of building materials, <br />fertilizers or chemicals; waste piles; and equipment maintenance Ot fueling procedures. Areas or ptocedures <br />where potentia spills call OCCUl" shall have spill ptevention and response procedures identified. <br /> <br />Measures to ccntrol stormwate:' pollution ftom dedicated concrete batch plants Ot dedicated asphalt batch <br />plants covered by this certification, must be identified in the SWMP. <br /> <br />4. Final Stabilization and Lonl!tenn SI:onnwater Mana2ement <br /> <br />A description of the measures "sed te. achieve final stabilization and measures to control pollutants in stormwater <br />discharges that will occur after consl mction operations have been completed. <br /> <br />Final stabilization is reached when al I soil disturbing activities at the site have been completed, and uniform <br />vegetative cover has been established with a density of at least 70 petcent of pre-disturbance levels or equivalent <br />permanent, physical erosion reduction methods has been employed. <br /> <br />For purposes of this permit, establish ment of a vegetative cover capable of providing erosion control equivalent to <br />pte-existing conditions at the site will be considered final stabilization. The permittee will be responsible for <br />providing to the Division the docume ntation to make this comparison. The Division may, after consultation with the <br />permittee and upon good cause, amer.d the final stabilization criteria for specific operations. <br /> <br />5. Other Controls <br /> <br />A description of other measures to centrol pollutants in stormwater discharges including plans for waste disposal and <br />limiting off site soil tracking. <br /> <br />6. Inspection and Maintenance <br /> <br />A description of procedures to inspect and maintain in good and effective operating condition the vegetation, erosion <br />and sediment control measures and olher protective measures identified in the SWMP. <br /> <br />C. TERMS AND CONDITIONS <br /> <br />1. General Limitations <br /> <br />Stormwater discharges from constr mion sites shall not cause or threaten to cause pollution, contamination or <br />degradation of State watets in accordmce with the basic (narrative) standards applicable to surface waters of the <br />state (3.1.11), contained in The Bask Standards and Methodologies for Surfa:e Water, 3.1.0, as follows: <br />
