COVERAGE UNDER THIS PERMIT (cant.) <br /> <br />9) The signatute of the applicant signed in accordance with Part I.E. 1 of this permit. <br /> <br />4. Permit Certification Procedures <br /> <br />If the general permit is applicable to the applicant's operation, then a cenification will be developed and the <br />applicant will be authotized to discharge stonnwatet under this general permit. <br /> <br />a) Request for Additional Information: The Division shall have up to ten days aftet receipt of the above <br />infonnation to request additional data and/or deny the authorization for any particular discharge. Upon receipt <br />of additional infonnation, the Division shall have an additional ten days to issue Ot deny authorization for the <br />particular discharge. (Notification of denial shall be by letter, in cases where coverage under an alternate <br />genetal permit or an individual permit is requited, instead of coverage under this permit.) <br /> <br />b) Automatic Coverage: If the applicant does not receive a request for additional information or a notification <br />of denial ftom the Division dated within ten days of receipt of the application by the Division, authorization to <br />discharge in accordance with the conditions of this permit shall be deemed granted. <br /> <br />c) Individual Permit Required: If, after evaluation of the application (or additional infonnation, such as the <br />SWMP), it is found that this general permit is not applicable to the operation, then the application will be <br />processed as one for an individual permit. The applicant will be notified of the Division's decision to deny <br />cenification under this general permit. For an individual permit, additional infonnation may be requested, and <br />180 days will be required to process the application and issue the permit. <br /> <br />d) Temporary Coverage: Notwithstanding Parts I.A.4.a-c, above, the Division reserves the right to <br />temporarily cover stonnwater discharge from construction activity under general permits, even though <br />individual permit coverage may be more appropriate. <br /> <br />Cenification of these activities under a general permit does not in any way infringe on the Division's right to <br />tevoke that coverage and issue an individual permit or amend an existing individual permit. <br /> <br />e) General vs. Individual Pennit Coverage: Any owner or operator authotized by this permit may request to <br />be excluded from the coverage of this permit by applying for an individual CDPS permit. The owner or <br />operator shall submit an individual application, with reasons supponing the request, to the Division at least <br />180 days prior to any discharge. <br /> <br />f) Local Agency Authority: This permit does not pre-empt or supersede the authority of local agencies to <br />prohibit, restrict, or control discharges of stonnwater to stonn drain systems or other water courses within <br />their jurisdiction. <br /> <br />5. Inactivation Notice <br /> <br />When a site has been fmally stabilized in accordance with the SWMP, the operator of the facility must submit an <br />Inactivation Notice that is signed in accordance with Part I.E.!. of this permit. The Inactivation Notice fonn is <br />available from the Division and includes: <br /> <br />a) Permit cenification number; <br />b) The permittee's name, address, telephone number; <br />c) Name, location, and county for the construction site for which the application is being submitted. <br />d) Certification that the site has been fmally stabilized. <br /> <br />6. Transfer of Pennit <br /> <br />When responsibility for stonnwatet discharges at a construction site changes from one individual to another, the <br />
