More recently we have focused upon proper use of floodplain land to
lessen future damages, This is referred to as the "nonstructural approach,"
Of the measures to protect future uses of the floodplain, Colorado has
found floodplain zoning to be the most cost-effective. Unfortunately,
there has been a tendency to view the use of nonstructural measures,
particularly floodplain zoning, and structural measures, such as chan-
nelization as presenting an "either-or" choice, But floodplain manage-
ment should emphasize selecting the combination of these measures
most appropriate to deal with flooding in a particular area.

(

To Mitigate Hazards
for Existing Users

Non'Structural
Techniques

Structural
Techniques

Floodplain Management

Flood ontrol Work

Relocation
I Acquisition
I Floodproofing I
Flood Warning System
Evacuation

-j Flood Insurance I

Nonconforming Use
Policies

Upland land
Treatment

-j Disaster Assistance I

Information/Ed ucation

To Protect
Future Uses

Non-Structural
Techniques

lan se Regu ations

building codes

su IVlSlon regu atlons

sanitary ordinances

ublic Acquisition

Deed Restrictions

Tax Incentives

Awareness

t

warning signs
records

Allowed, Permitted & Prohibited Uses of the Floodway

AUowed
or Permitted
AgricUlture
-cropland
-pasture
-orchards
-forestry
Recreation
-Natural areas

Permitted Under
Special Conditions

-irrigation facilities

-parks, trails, playgrounds
-tennis courts, golf courses
-swimming pools
-piers, marinas
-overnight campgrounds
-shelterhouses, picnic tables

Residential
-yards, gardens, patios

Commercial, Industrial

-parking lots, loading areas
-airport landing strips
- sand and gravel ops.
Utilities, Public Facilities
-railroads, streets
-bridges, dams
-utility lines, pipelines

2

Prohibited

-farmhouses
-farm implement storage
-barns, silos. sheds
-farm implement sales

-wells for drinking water
-on-site sewage disposal
systems

-new residential bldgs.
-mobile homes
-garages, storage sheds
-porches

-commercial structures
-industrial buildings

-solid waste disposal
sites
-sewage treatment plants
