<br /> <br />11111..1 <br /> <br />Floodplain management programs and administration of the National <br />Flood Insurance Program (NFIP) are ultimately implemented at the local <br />level of government in Colorado, Often times, the local floodplain <br />administrator has several other responsibilities besides those of flood- <br />plain management. Additionally, it has been the experience of the <br />Colorado Water Conservation Board (CWCB) staff, that personnel turn' <br />over for those persons who are local floodplain administrators is high, <br />As a result much of the knowledge they have gained concerning the <br />administration of the a floodplain management program. goes with them, <br />Consequently, the CWCB staff has prepared this manual as a perma' <br />nent guidebook for local officials, It contains a detailed set of pro- <br />cedures for administering the National Flood Insurance Program (NFiP) <br />and a local floodplain management program, It should serve as a perma- <br />nent record to assist new or experienced floodplain administrators in <br />effectively administering the requirements of the NFIP and help achieve <br />effective flood hazard reduction measures in Colorado's communities, <br /> <br />vii <br />
