<br /> <br />...................Im?lIin???_?_i <br />::':n.!::::::L. <:::::):~:: :::;:::':: /?:;:;.:::- :<:!::: :::::::{;!:! ;::):r: ::;::.:>:::! :.:' '):%::~:::::::::::::.:::: <:::::n}::::::;:::::::::~:::::::i\{:::;>::::::::::;:::'::':-,.'." <br />....;...'.:.:.- '-. :::'-- :.:-:' -.-':::::-<;.;'. -::::::" ,-- -...-.::._.::::::::::",...:::::"...:. :.-.... <br /> <br /> <br />? <br /> <br />MAP AMENDMENTS <br /> <br />The accuracy of the floodplain boundaries shown on NFIP maps is <br />limited by the scales at which the maps are prepared and by the <br />topographic data available to prepare them, As a result, map users will <br />occasionally find it difficult to determine whether a speCific structure or <br />parcel of land is within the SFHA Also, small areas of high ground may <br />be included in the SFHA because they are too smali to be shown to <br />scale, When this happens, structures or parcels of land may be inadver- <br />tently included in the SFHA when the map is prepared, The inclusion of <br />land areas will also pose a problem for persons who propose to build <br />new structures in them, Because the Federal requirement for the <br />purchase of flood insurance and the Federal and local regulations <br />governing construction in the SFHA are important to persons who own <br />or plan to build structures, FEMA has developed the Map Amendment <br />process, Under this process property owners may request that FEMA <br />determine whether speCific structures or legally described parcels of <br />undeveloped iand are or would be in the SFHA and, if necessary, <br />amend the effective map accordingly, <br /> <br />A. Background <br />Under the Map Amendment process, FEMA will make final and con- <br />ditional determinations for single or multiple structures on one or more <br />lots, or for parcels of undeveloped land that can be legally described, <br />These determinations will be made by FEMA using the best available <br />data (usually the effective NFl P map) and information provided by the <br />requestor concerning the existing or proposed locations and elevations <br />of structures or the locations and existing elevations of legally des- <br />cribed parcels of undeveloped land, <br />The Map Amendment process is applicable only to requeats for <br />determinations concerning structures and legally described parcels of <br />developed land based on topographic conditions that existed before the <br />effective date of the first NFIP map that showed the structure or parcel <br />of land to be within the SFHA, This includes natural ground as well as <br />any fill placed prior to the date of that map, <br />Structures and parcels of land may be determined to be <br />. Out of the SFHA as shown on the effective FEMA map, No amend, <br />ment to the map is necessary, <br />. Out of the SFHA because the structure or parcel of land is above <br />the BFE (inadvertent inclusion), The effective map is amended to <br />exclude the existing structure from the SFHA. <br />. In the SFHA because the structure or parcel of land is below the <br />BFE. If necessary, the effective map will be amended to include <br />the structure in the SFHA. <br />Only the effective NFIP map may be amended under the Map <br />Amendment process, All final determinations and Amendments made by <br />FEMA are described in LOMA's in the previous section, Conditional <br />determinations for proposed structures are described in Conditional <br />LOMA's in the previous section, <br /> <br />B. How To Request an Amendment <br />Any owner or lessee of property may request that a determination be <br />made concerning a structure of parcel of land and that, if necessary, the <br />effective NFIP map be amended accordingly, Because these requests <br />concern structures and parcels of land that were inadvertently included <br /> <br />29 <br />
