Administrative Procedures Overview <br />The following nine chapters correspond to the established pro- <br />cedures that need to be implemented by local officials when administer- <br />ing the National Flood Insurance Program and their floodplain <br />management programs, The nine categories are as follows: <br /> <br />- Regulating Development Through Permits <br />- Floodplain Alterations <br />- Acting On The Permit Application <br />, Variances <br />- Enforcement <br />- Record Keeping <br />- Map Revision And Updating <br />- Map Amendments <br />- Local Administrator - Summary of Responsibilities <br /> <br />When utilizing the procedures or guidelines set forth in the following <br />chapters, the local administrator should remember that only a small <br />degree of flexibility exists for their implementation, The procedures have <br />been developed. tested and improved over a period of fifteen years and <br />are a compilation of workabie actions both from FEMA's point of view <br />and from the experiences of state and local governments who ultimately <br />have implemented the NFIP and local floodplain management programs, <br />Chapter Three begins the explanation of procedures and describes a <br />permit system that communities can implement to regulate develop- <br />ment. Some communities may want to vary this system by rewriting cer, <br />tain requirements into existing permit systems, However, if this is done, <br />care must be taken that all requirements are met. <br /> <br />B. The Floodplain Administrator - An Overview <br />Who Is The Floodplain Administrator? <br />The floodplain administrator is the local community employee respon, <br />sible for administering the floodplain ordinance as it is written, <br />Approval for certain activities not explicitly allowed by the ordinance <br />must come from the Board of Adjustment and/or Planning and Zoning <br />Committee - not the floodplain administrator. <br />General Responsibilities <br />General duties of a floodplain administrator include: <br />. Advising applicants of ordinance provisions and assisting them <br />with permit forms, <br />. Issuing permits where allowed by the ordinance, <br />. Assisting appellants with appeal forms, <br />. Transmitting appeal forms and case records to Board of <br />Adjustment. <br />. Inspecting properties for compliance with floodplain ordinance, <br />. Reporting violations to the county legal officer, <br />. Issuing notices for hearings, appeals. etc, when not handled by the <br />Board of Adjustment. <br />. Keeping complete records of permits issued, inspections made <br />and other official actions, <br />. Keeping maps and studies up to date, <br />. Transmitting data to FEMA and CWCS, <br /> <br />7 <br />
