<br />Flood plain land use data and hydraulic data were correlated with <br /> <br /> <br />established stage-damage relationships to estimate flood damages <br /> <br />within the study areas. This portion of che damage analysis was based <br /> <br /> <br />on existing Elm Creek hydrologic conditions and the land use in the <br /> <br /> <br />flood plain. <br /> <br />There are two damage-susceptibility relationships for each <br /> <br /> <br />activity type. The first relationship is used to calculate damage to <br /> <br /> <br />the structure, and the second relationship is used to calculate the <br /> <br /> <br />damage to contents, Both structure and content relationships are <br /> <br /> <br />developed relative to che depth of flooding over the first floor, <br /> <br />" <br />" <br />Damages to public facilities and the associate~ cleanup costs are <br /> <br /> <br />categorized as external damages. Public facilities consist of all <br /> <br /> <br />public utilicies and roads subject to damage within the flood plain. <br /> <br /> <br />The damages and cleanup costs, were assigned as', a percentage of the <br /> <br />estimated total liamage to all buildings and their contents. This <br /> <br /> <br />percentage is II percent, as developed in a previous Omaha District, <br /> <br />flood damage study for a similar community and similar flooding <br /> <br /> <br />situations. These damages were developed for all flood events <br /> <br /> <br />examined. <br /> <br />.' <br />, <br /> <br />'. <br /> <br />.. .,. <br /> <br />In June 1990, land use activities "ithin ehe June 1990 flood plain <br /> <br /> <br />of Elm Creek and Shell Creek flood plains in Platte Center were <br /> <br /> <br />surveyed. The Elm Creek '!tudy area contains 26 residential and 21 <br /> <br />commercial buildings within'the area inundaced by che 1990 flood. The <br /> <br /> <br />Shell Creek study area contains 13 residential structures. The number <br /> <br /> <br />of buildings and their values, including content value, are shown in <br /> <br />table 3. Values were estimated for each Of the buildings based on <br /> <br />~ <br /> <br />12 <br />
