'"

2

requested that FEMA revise the FIRM to modifY the May 24 LOMR. FEMA issued a LOMR on
November 16, 1998 (Case No. 99-08-035P), to revise the floodplain and floodway boundary delineations
along Coal Creek from the UPRR to approximately 1,850 feet downstream.

All areas affected by this revision were annexed by the Town of Erie. For clarity, we added revised flood
hazard and street information for the Town of Erie, and for informational purposes, we deleted the annexed
areas from the effective FIRMs for the unincorporated areas of Boulder and Weld Counties.

All data required to complete our review of this request were submitted with letters from Ms, Palmer and
Mr. Juergensen.

We have completed our review of the submitted data and the flood data shown on the effective FIRM and
in the effective PIS report. We have revised the FIRM and FIS report to modifY the elevations, floodplain
and floodway boundary delineations, and zone designations of the base flood along Coal Creek to
incorporate the Vista Pointe Parkway bridge and updated topographic information from approximately
200 feet downstream of the UPRR to approximately 5,500 feet upstream of the Vista Pointe Parkway
bridge. As a result of these modifications, the Base Flood Elevations (BFEs) for Coal Creek and the
widths of the Special Flood Hazard Area (SFHA), the area that would be inundated by the base flood, and
the regulatory floodway increased in some areas and decreased in other areas through the above-mentioned
reach. We also have revised the FIRM to incorporate the modified floodplain and floodway boundary
delineations of the base flood that were established by the November 16 LOMR along Coal Creek from
approximately 4,000 feet downstream to approximately 200 feet downstream of the UPRR.

The modifications are shown on the enclosed annotated copies of FIRM Panel 080181 0001 D;
Profile Panels OIP, 02P, and 03P; and affected portions of the Summary of Discharges Table and
Floodway Data Table. Profile Panel 04P was deleted from the PIS report. In addition, Cross Sections Q,
R, and S on effective FIRM Panel 0801810001 D were relettered as Cross Sections V, W, and X,
respectively. to be consistent with the restudied reaches. This LOMR hereby revises the above-referenced
panel of the effective FIRM and the affected portions of the FIS report for the Town of Erie, both dated
September 28, 1990. The modifications also are shown on the enclosed annotated copies of FIRM
Panels 080266 0960 D and 0970 D for the unincorporated areas of Weld County, Colorado, also dated
September 28, 1990, and FIRM Panel 08013C0445 F dated June 2, 1995, for Boulder County, Colorado
and Incorporated Areas.

The modifications are effective as of the date shown above. The map panels as listed above and as
modified by this letter will be used for all flood insurance policies and renewals issued for your
community.

The following table is a partial listing of existing and modified BFEs:

Location

Existing BFE
(feet)*

Modified BFE
(feet)*

Approximately 300 feet upstream of the UPRR
Approximately 200 feet upstream of
the Vista Pointe Parkway bridge

5,023
5,064

5,024

5,066

*Referenced to the National Geodetic Vertical Datwn, rounded to the nearest whole foot
